Original Tender Description

To find a contractor who, based on the energy audit prepared by P.T.Energiaaudit OÜ, the architectural preliminary design for improving the kindergarten's energy efficiency, the preliminary design of building structures, the fire safety solution, the preliminary design of the strong current installation, and the preliminary design of heating, ventilation, and cooling, will carry out construction works to make the kindergarten more energy-efficient and bring the building's energy performance indicator to ≤155 kWh/(m²a). Update the facade color scheme, build canopies for playgrounds located in the courtyards of the group rooms, and 6 new ventilation rooms. The list of works from the preliminary designs is in points 3 and 4 of the terms of reference. In determining the specific energy consumption and calculating the energy performance indicator in the energy audit, the requirements of Regulation No. 63 "Minimum Requirements for Building Energy Efficiency" and No. 58 "Methodology for Calculating Building Energy Efficiency" were followed. The estimated ETA based on the energy audit is 146 kWh/(m2a) Class C. Based on the preliminary design, the energy calculation-based energy label ETA = 144 kWh/(m2a) Class C.

Tender Quality Score

This tender for energy efficiency improvements to a kindergarten building is well-structured and transparent, with clear objectives and evaluation criteria. Its strong focus on environmental sustainability through energy performance targets is commendable, though broader social aspects are not explicitly addressed.

Score Breakdown

Legal Compliance85/100

The tender demonstrates good legal compliance, with reasonable deadlines, clearly defined CPV codes, and no detected disputes. The use of ESPD and electronic submission aligns with EU/national procurement regulations. While procedure codes 'E' and 'A' are provided, their specific meaning within Estonian law is assumed to be clear to local bidders.

Clarity90/100

The tender is exceptionally clear. The project description, technical requirements, and the sole evaluation criterion (lowest total price) are unambiguously stated. AI-extracted requirements are comprehensive and well-categorized, contributing to overall clarity.

Completeness85/100

All essential information, including title, reference, organization, financial details, timeline, and location, is provided. Key documents are listed and summarized, ensuring bidders have access to necessary information for preparation. The duration of the contract is clearly specified.

Fairness95/100

Fairness is a strong point of this tender. The estimated value is disclosed, deadlines are reasonable, and evaluation criteria are objective and transparent (lowest price). Data across the tender is highly consistent. All key fields are populated, dates are logical and sequential, and there are no reported suspensions or disputes, indicating a well-managed tender process.

Sustainability70/100

The tender scores well on sustainability due to its core objective of improving energy efficiency to a specific C-class target. This directly contributes to environmental sustainability. However, it lacks explicit mention of broader social aspects or innovation beyond the energy efficiency goal.

Strengths

Clear and objective evaluation criteria (lowest price).
Strong focus on environmental sustainability through energy efficiency targets.
Comprehensive project description and technical requirements.
High transparency with disclosed estimated value and electronic submission.
Justification for not splitting the work enhances project integrity.

Concerns

Lack of explicit social clauses or broader innovation requirements.
Specific meaning of procedure codes 'E' and 'A' might not be universally clear without context.
No explicit contract start date, though duration is provided.

Recommendations

1. Consider incorporating explicit social responsibility clauses in future tenders.
2. Provide a brief explanation of national procedure codes for broader understanding.
3. Explore opportunities to encourage innovative solutions beyond baseline energy efficiency.
