Tender Quality Score

This planned procurement notice for a Scaffolding Framework provides a clear scope of work and standard eligibility requirements, but suffers from critical data inconsistencies regarding submission deadlines and lacks transparency on estimated value and sustainability considerations.

Score Breakdown

Legal Compliance75/100

The tender outlines an Open procedure and uses appropriate CPV codes. Deadlines, once clarified, appear reasonable. The main legal compliance concern is the classified estimated value, which reduces transparency, though it's a PPN.

Estimated value is classified, reducing transparency.
Clarity80/100

The description of services, property types, and geographical lots is clear and unambiguous. Eligibility and technical requirements are well-documented and understandable. However, evaluation criteria are not yet specified, which is a common characteristic for a Planned Procurement Notice but will be crucial for the full tender.

Evaluation criteria are not specified.
Completeness70/100

Basic information such as title, reference, organization, deadlines, and duration are provided. Requirements are defined, but the estimated value is classified, and evaluation criteria are missing, which are notable gaps for a comprehensive tender, even if acceptable for a PPN.

Estimated value is not disclosed.
Evaluation criteria are not defined.
Fairness85/100

The requirements for industry-standard qualifications (CISRS, PASMA, trade association membership) are generic and ensure competence, not tailoring. Electronic submission via Delta eSourcing promotes equal access. However, the classified value and absence of evaluation criteria reduce overall transparency and fairness.

Estimated value is classified.
Evaluation criteria are not specified.
Practicality65/100

Electronic submission is supported via Delta eSourcing, and the contract start date and duration are clearly specified. However, a direct URL for documents is not provided, only the platform name, and financing information (estimated value) is unavailable.

No direct URL for tender documents, only platform name.
Financing information (estimated value) is not available.
Data Consistency50/100

There is a critical inconsistency regarding the submission deadline. The basic information states 2026-07-23, while the additional information and parts of the AI-extracted requirements state 2026-06-08. This contradiction is a significant flaw that could cause confusion for potential bidders.

Conflicting submission deadlines across different sections of the tender information.
Sustainability20/100

The tender does not explicitly mention any green procurement, social aspects, or innovation focus. This represents a missed opportunity to integrate modern sustainability considerations into the procurement process.

No explicit mention of green procurement criteria.
No explicit mention of social aspects.

Strengths

Clear and detailed description of services and scope.
Well-defined and standard eligibility and technical requirements.
Use of geographical lots to encourage broader participation.
Electronic submission supported via Delta eSourcing.
Contract start date and duration are clearly specified.

Concerns

Critical inconsistency in submission deadlines.
Estimated value is classified, reducing transparency.
Lack of specified evaluation criteria (expected for PPN, but a future concern).
Absence of explicit sustainability, social, or innovation criteria.
No direct URL for tender documents, only platform name.

Recommendations

1. Immediately clarify and reconcile the conflicting submission deadlines to avoid bidder confusion.
2. Disclose the estimated value (e.g., a range) to enhance transparency for potential bidders.
3. Integrate specific sustainability, social, and innovation criteria into the full tender documentation.
