Original Tender Description

Natural Resources Wales (NRW) has launched a new opportunity for mobile food and drink businesses to support and enhance some of the nation’s best-loved outdoor locations. NRW is inviting bids for nine mobile catering concessions able to provide hot and/or cold food and beverages across a series of well‑used forests and woodlands that attract thousands of walkers, cyclists, families and nature enthusiasts each year. Successful vendors will demonstrate a clear commitment to reducing food miles, eliminating single‑use plastics, and adopting greener operational practices. Concessions will be available at the following sites: Forest Fawr, Caerphilly; Llantrisant Woods; Hafren Forest; Tan y Coed, Machynlleth; Newborough (2 opportunities); Coed y Brenin; Van Road, Rudry; Chepstow Park Woods. Meet the Buyer Event: NRW is holding a Meet the Buyer Event on Tuesday, 10 February 2026. This will be an online event and will give interested businesses the opportunity to ask any questions they may have on the bidding process or specific sites. To register for this event please email your details including name, email address, business name, location in Wales, to commercial@cyfoethnaturiolcymru.gov.uk

Tender Quality Score

This tender presents a clear opportunity with a strong sustainability focus but suffers from critical deficiencies in transparency and completeness, primarily due to the absence of evaluation criteria and a highly questionable estimated value.

Score Breakdown

Legal Compliance55/100

The procedure type and CPV code are correctly defined. However, the absence of specified evaluation criteria is a major legal compliance flaw, impacting transparency and equal treatment. The 1.00 EUR estimated value is highly problematic for proper financial disclosure, and the lack of explicit mandatory exclusion grounds is a concern.

Missing evaluation criteria
1.00 EUR estimated value
Clarity65/100

The description of the opportunity, sites, and sustainability requirements is clear and unambiguous. However, the critical absence of evaluation criteria makes it unclear how bids will be assessed, significantly reducing overall clarity for potential bidders.

No evaluation criteria specified
Completeness50/100

Basic information such as title, reference, organization, deadlines, and duration are present. However, the tender is significantly incomplete due to the explicit absence of evaluation criteria and specific financial requirements for bidders. One listed document failed to download, and the available documents are general rather than detailed tender specifications. The 1.00 EUR estimated value also indicates incompleteness or error in financial details.

Missing evaluation criteria
No specific financial requirements for bidders
Fairness45/100

The absence of specified evaluation criteria is a critical fairness issue, as bidders cannot objectively prepare proposals or understand the basis of award. The lack of e-submission creates barriers to equal access, and the highly questionable 1.00 EUR estimated value impacts transparency.

No evaluation criteria specified
No e-submission
Practicality40/100

The lack of electronic submission is a major practical drawback in modern procurement. The estimated value of 1.00 EUR is practically useless for bidders to gauge the opportunity's scale, and a failed document download further hinders practicality.

No e-submission
1.00 EUR estimated value
Data Consistency60/100

Most key fields are populated, and dates are logical and consistent. However, the estimated value of 1.00 EUR is a significant data inconsistency. Minor fields like 'Liable Person' and 'Type Code' are also empty.

1.00 EUR estimated value
Missing 'Liable Person'
Sustainability80/100

The tender explicitly and strongly emphasizes environmental sustainability through requirements for reducing food miles, eliminating single-use plastics, and adopting greener operational practices. This is a clear strength. The absence of explicit social or innovation criteria prevents a perfect score.

No explicit social criteria
No innovation focus

Strengths

Clear description of the opportunity and sites
Strong emphasis on environmental sustainability
Meet the Buyer event for bidder engagement
Appropriate CPV code and defined procedure type
Reasonable submission period

Concerns

Missing evaluation criteria (critical)
Estimated value of 1.00 EUR (highly unrealistic)
Lack of e-submission
Missing explicit mandatory exclusion grounds and financial requirements
One document failed to download

Recommendations

1. Immediately publish detailed evaluation criteria to ensure transparency, fairness, and legal compliance.
2. Correct the estimated contract value to a realistic figure or provide a clear explanation for the 1.00 EUR placeholder.
3. Implement electronic submission capabilities to enhance accessibility and efficiency.
