Original Tender Description

The purpose of the procurement is to find a cooperation partner for the next two years who will conduct public opinion monitoring surveys twice a year (spring and autumn) on the attitudes of Estonian residents towards foreign policy issues and Estonian foreign policy. The aim of the survey is to better understand how different target groups perceive current foreign policy issues and areas and directions of Estonian foreign policy. We want to know what are considered the most important issues from Estonia's perspective and, through the monitoring survey, to understand the changes that have occurred in opinions over time.

Good

Tender Quality Score

This tender for public opinion surveys by the Ministry of Foreign Affairs is generally well-structured, with clear requirements and a reasonable timeline. However, it lacks explicit sustainability considerations and relies on a simplified procurement procedure.

Score Breakdown

Legal Compliance75/100

The tender adheres to standard procurement procedures, including a clear CPV code and a defined timeline. The use of a simplified procedure (LM) is noted. No explicit disputes or legal issues are flagged.

Clarity80/100

The description of the service required is clear, outlining the objective of conducting bi-annual public opinion surveys on foreign policy. Key requirements such as evaluation criteria and submission formats are documented.

Completeness70/100

Most basic information is present, including estimated value, duration, and contract start date. However, the 'Location Info' is vague ('Täpne asukoht määramata'), and while draft contract is attached, the full tender documentation might require deeper inspection for completeness.

Vague 'Location Info'
Fairness85/100

The tender appears fair, with full document access implied and value disclosed. Evaluation criteria are objective (cost and quality). The use of e-procurement is a positive aspect. No requirements seem tailored to specific companies.

Practicality65/100

E-submission and e-procurement are supported. The contract start date is specified. However, the 'Location Info' being undefined could pose practical challenges for bidders. Financing information is not explicitly detailed.

Undefined 'Location Info' may impact practical planning.
Data Consistency90/100

Key fields such as title, reference, organization, value, and deadlines are populated logically. There are no indications of suspension or disputes, and dates are consistent.

Sustainability50/100

The tender does not explicitly mention green procurement, social aspects, or innovation. It is not indicated as EU funded, which limits its sustainability score.

Lack of explicit sustainability criteria (green, social, innovation).

Strengths

Clear description of service requirements
Objective evaluation criteria (cost and quality)
Use of e-procurement and electronic submission
Well-defined timeline and key dates

Concerns

Vague 'Location Info'
Absence of explicit sustainability considerations
Reliance on a simplified procurement procedure might limit detailed scrutiny

Recommendations

1. Clarify the specific location or operational area for the surveys.
2. Incorporate explicit sustainability criteria into the evaluation or requirements.
3. Ensure all necessary detailed documentation is readily accessible and clearly linked.
