Excellent

Tender Quality Score

This is a well-structured and clear tender for IT equipment rental, demonstrating strong legal compliance and fairness, though it lacks explicit sustainability considerations.

Score Breakdown

Legal Compliance90/100

The tender adheres well to national and EU procurement frameworks, evidenced by the use of ESPD and references to RHS. Deadlines are reasonable, the procedure type is clear, and CPV codes are appropriately assigned. No disputes or suspensions are noted. The explicit disclosure of the estimated value, despite a 'Value Classified: Yes' flag, ensures transparency.

Clarity88/100

The tender description is unambiguous, and requirements are well-documented and understandable across various categories (eligibility, technical, financial, submission). Evaluation criteria are clearly defined as 'lowest price wins', and performance conditions are outlined in the technical specifications and draft contract. AI-extracted requirements are comprehensive.

Completeness92/100

All essential information, including title, reference, organization, deadlines, estimated value, duration, and location, is provided. The tender package includes seven documents, all processed and summarized (except for one XML file), offering a very complete set of information for bidders.

Fairness90/100

Fairness is ensured through full document access, transparent and objective evaluation criteria (lowest price), and reasonable submission deadlines. The tender supports e-procurement for equal access. Crucially, the explicit mention of the principle of equivalence and a justified decision not to divide into lots prevents tailoring to specific companies.

Practicality85/100

The tender supports electronic submission and provides a clear URL for the opening place. The contract start date and duration are explicitly stated. While explicit financing details beyond the estimated value are not provided, this is common for municipal procurements.

Data Consistency90/100

Key fields are consistently populated, and all dates (reveal, submission, opening, contract start) are logical and consistent. There are no noted suspensions or disputes. The minor inconsistency of 'Value Classified: Yes' alongside an explicit estimated value does not significantly impact overall data consistency.

Sustainability30/100

The tender does not explicitly include criteria or a focus on green procurement, social aspects, or innovation. This represents a missed opportunity to integrate broader sustainability principles into the procurement process.

No explicit green procurement criteria
No social criteria

Strengths

Clear and comprehensive requirements
Transparent and objective evaluation criteria (lowest price)
Strong legal compliance with national and EU frameworks
Full document access and e-procurement support
Reasonable deadlines and clear timeline

Concerns

Lack of explicit sustainability, social, or innovation criteria
Minor data inconsistency with 'Value Classified: Yes' despite explicit value

Recommendations

1. Integrate green procurement criteria for IT equipment (e.g., energy efficiency, recyclability).
2. Consider including social clauses, such as fair labor practices or local employment initiatives.
3. Explore opportunities for innovation in IT service delivery or equipment lifecycle management.
