Original Tender Description

At the request of the Ministry of Rural Affairs, a tool was developed in cooperation with Sustinere OÜ in February 2024 for Estonian agricultural enterprises engaged in primary production to assess their greenhouse gas footprint, i.e., climate impact, or carbon footprint. The Estonian University of Life Sciences conducted the study "Test assessments of the carbon footprint, or climate impact, of agricultural enterprises at the enterprise and product level" (public procurement no. 282148), which aimed to test the tool, and its final report included proposals for supplementing and improving the tool. The purpose of this procurement is to make the improvements recommended in the Excel-based tool1 (hereinafter referred to as the tool) for assessing the carbon footprint of agricultural enterprises, developed by Sustinere OÜ.

Tender Quality Score

This tender is well-documented and clear, with good data consistency, but raises significant concerns regarding fairness due to requirements appearing tailored to a specific company's existing product.

Score Breakdown

Legal Compliance70/100

The tender adheres to national procurement procedures appropriate for its value, utilizes ESPD, and has clear deadlines and CPV codes. However, the potential for anti-competitive practices stemming from the tailored requirements slightly reduces the score.

Potential for anti-competitive practices due to tailored requirements.
Clarity90/100

The tender documentation is exceptionally clear, with a well-defined scope, unambiguous description, and detailed evaluation criteria. AI-extracted requirements are comprehensive and easy to understand.

Completeness95/100

All essential information, including basic details, financial data, timeline, and location, is comprehensively provided. All tender documents are listed and summarized, ensuring a complete information package.

Fairness30/100

The tender explicitly states that the improvements are to an Excel-based tool "by Sustinere OÜ," which strongly suggests tailoring requirements to a specific company's product. This significantly limits competition and raises serious fairness concerns.

Requirements appear tailored to a specific company's existing product, severely limiting competition.
Practicality75/100

Electronic submission is supported, and financing and duration are clearly stated. However, the explicit document URL is not provided in the basic information, and a specific contract start date is not given, only the duration.

Explicit document URL not provided in basic info (though implied by e-procurement).
Specific contract start date not explicitly stated, only duration.
Data Consistency95/100

All key fields are populated, dates are logical and sequential, and there are no detected suspensions or disputes, indicating high data integrity.

Sustainability70/100

While the tender's subject matter (carbon footprint assessment) is inherently environmental, the procurement process itself does not explicitly include broader green or social criteria for the supplier or the execution of the contract.

Lack of explicit social or broader green procurement criteria for the supplier/process.

Strengths

Clear and comprehensive documentation.
Transparent evaluation criteria.
Electronic submission and e-procurement enabled.
Project's inherent environmental focus.
High data consistency and completeness.

Concerns

Requirements appear tailored to a specific company's product, limiting competition.
Potential for anti-competitive practices.
Lack of explicit social or broader green procurement criteria.

Recommendations

1. Rephrase requirements to focus on functional outcomes rather than specific existing tools or developers to ensure fair competition.
2. Consider incorporating broader sustainability criteria for suppliers, even if the project itself is environmental.
3. Provide explicit document URLs and contract start dates for enhanced clarity.
