Score Breakdown

Legal Compliance90/100

The tender exhibits strong legal compliance with reasonable deadlines (28 days), clearly defined procedure type (Open Procedure), appropriate CPV codes, and no detected disputes. The use of ESPD and electronic submission aligns with national and EU procurement regulations.

Clarity90/100

The tender's description is clear and unambiguous, detailing the scope of work. Requirements are well-documented and understandable, supported by comprehensive AI-extracted details and specific documents. Evaluation criteria are explicitly defined (90% price, 10% construction plan).

Completeness95/100

All essential information, including title, reference, organization, estimated value, deadlines, and duration, is fully specified. A comprehensive set of 10 documents, covering technical specifications, conditions, and a draft contract, ensures high completeness.

Fairness90/100

The tender ensures fairness through full document access, disclosed estimated value, and a reasonable 28-day submission period. Evaluation criteria are objective and transparent, and e-procurement is enabled. Requirements appear generic and not tailored to a specific company.

Practicality85/100

Electronic submission is fully supported, enhancing practicality. A direct URL for the technical description is provided. While a specific contract start date is not given, the duration is clearly specified, which is common practice.

Data Consistency95/100

The tender demonstrates excellent data consistency with all key fields populated, no detected suspensions or disputes, and logical, sequential dates for the procurement process.

Sustainability60/100

The tender explicitly includes 'Green Procurement' as a characteristic, which is a positive step. However, it lacks explicit social criteria and an innovation focus, and is not EU-funded, indicating room for further integration of broader sustainability aspects.

No explicit social criteria
No innovation focus

Strengths

Clear and comprehensive documentation
Objective and transparent evaluation criteria
Electronic submission and full document access
Reasonable submission deadline for project complexity
Explicit inclusion of Green Procurement

Concerns

Lack of explicit social criteria
No specific focus on innovation
Not EU-funded, potentially missing higher sustainability mandates

Recommendations

1. Integrate explicit social responsibility clauses into the tender documents.
2. Encourage innovative solutions by including specific criteria or bonus points for novel approaches.
3. Consider adding specific environmental performance indicators beyond general 'Green Procurement'.
