Excellent

Tender Quality Score

Overall, this is a well-structured tender with clear evaluation criteria and fair conditions, though it lacks specific sustainability and detailed geographical information. The tender demonstrates strong adherence to legal compliance and transparency.

Score Breakdown

Legal Compliance90/100

The tender exhibits strong legal compliance, clearly defining the procedure type and assigning an appropriate CPV code. The explicit inclusion of the 'or equivalent' clause for technical specifications is a key strength, promoting fair competition and adherence to procurement regulations. No disputes or suspensions are noted, and mandatory disclosure requirements are met.

Clarity90/100

The tender description is clear and unambiguous. Requirements are well-documented and understandable, categorized effectively by the AI extraction. Crucially, evaluation criteria are explicitly stated as 'lowest price receives maximum points', directly contradicting the automated check's 'No evaluation criteria specified' flag. Performance conditions, including duration, are also clearly stated.

Completeness80/100

Most essential information, including title, reference, organization, estimated value, and deadlines, is provided. The contract duration is clearly specified, contrary to the automated check's flag. However, the NUTS code, which would provide specific geographical location information, is missing, representing a minor gap in completeness.

Missing NUTS code for geographical specificity
Fairness95/100

Fairness is a strong aspect of this tender. The value is disclosed, deadlines are reasonable, and e-procurement is enabled for equal access. The evaluation criteria (lowest price) are objective and transparent. The explicit 'or equivalent' clause ensures that requirements are generic and not tailored to a specific company, fostering open competition.

Practicality80/100

The tender supports electronic submission, enhancing practicality for bidders. The contract start date is provided as an approximate 'early April 2026', which is practical for planning. The duration is clearly specified. However, explicit information regarding the financing source is not available, which could be beneficial for bidders' financial planning.

Lack of explicit financing source information
Data Consistency90/100

Data consistency is high. Key fields are populated, dates are logical and consistent (reveal, submission, opening, contract duration), and there are no reported suspensions or disputes. The minor omission of the NUTS code does not significantly impact overall data consistency.

Sustainability30/100

This tender scores low on sustainability. There are no explicit criteria or focus on green procurement, social aspects (beyond the inherent mission of the Integration Foundation), or innovation within the procurement requirements themselves. It is also not indicated as EU-funded, which often implies higher sustainability standards.

No explicit green procurement criteria
No explicit social criteria for bidders/delivery

Strengths

Clear and transparent evaluation criteria (lowest price).
Inclusion of 'or equivalent' clause for technical specifications, promoting fair competition.
Electronic submission and e-procurement enabled.
Clear description of the service and contract duration.
Reasonable submission deadline.

Concerns

Missing NUTS code for geographical specificity.
Lack of explicit sustainability, green, or innovation criteria.
Absence of explicit financing source information.

Recommendations

1. Include the NUTS code to specify the geographical scope of the service delivery.
2. Consider incorporating sustainability, social, or innovation criteria into future tenders, especially given the nature of the Integration Foundation's work.
3. Provide explicit information regarding the funding source for the project.
