Tender Quality Score

This tender for biological medicines is well-structured and clear, demonstrating strong legal compliance and fairness through transparent criteria and e-procurement. While comprehensive, it lacks explicit sustainability considerations and has minor data inconsistencies.

Score Breakdown

Legal Compliance85/100

The tender appears largely compliant with national and EU regulations, clearly defining the procedure type and CPV codes. Deadlines are reasonable, and EU sanctions compliance is explicitly required. The 'Negotiation Allowed' characteristic for an 'A' (Open) procedure is a minor ambiguity, as open procedures are typically non-negotiable.

The characteristic 'Negotiation Allowed' is listed for an 'A' (Open) procedure, which is typically non-negotiable, creating a minor procedural ambiguity.
Clarity90/100

Completeness85/100

All essential information, including title, organization, reference, estimated value, and duration (12 months for the framework agreement), is provided. The tender includes 10 relevant documents detailing technical specifications, contract terms, and submission forms. The NUTS code is missing, which is a minor omission.

Fairness90/100

The exact contract start date is not explicitly stated.
Data Consistency85/100

Key fields are mostly populated, and dates are logical. There are no reported disputes or suspensions. The minor inconsistency regarding 'Negotiation Allowed' for an 'A' procedure and the 'Value Classified: Yes' alongside a disclosed estimated value are noted but do not significantly hinder overall consistency.

Minor inconsistency between 'Procedure: A' (Open) and 'Negotiation Allowed' characteristic.
Slight ambiguity with 'Value Classified: Yes' despite an estimated value being disclosed.
Sustainability30/100

The tender does not explicitly incorporate green procurement, social aspects, or innovation focus. While this is common for medical supplies where product efficacy and safety are paramount, it represents a missed opportunity to align with broader sustainability goals.

No explicit sustainability criteria (green, social, innovation) are included.

Strengths

Clear and comprehensive requirements with detailed annexes.
Objective and transparent evaluation criteria (lowest price).
Full support for electronic submission and e-procurement.
Reasonable submission deadline and disclosed estimated value.

Concerns

Lack of explicit sustainability, social, or innovation criteria.
Minor inconsistency regarding 'Negotiation Allowed' for an 'A' (Open) procedure.
NUTS code is missing from the basic information.
The exact contract start date is not explicitly stated.

Recommendations

1. Consider integrating sustainability criteria, such as environmentally friendly packaging or ethical sourcing, where applicable for biological medicines.
2. Clarify the 'Negotiation Allowed' characteristic in relation to the 'A' (Open) procedure type to avoid potential misinterpretations.
3. Provide the NUTS code for better geographical classification.
