Excellent

Tender Quality Score

This tender is well-structured and legally compliant, offering clear requirements and transparent evaluation criteria, but it lacks explicit sustainability aspects. The inclusion of 'or equivalent' for technical specifications significantly enhances fairness.

Score Breakdown

Legal Compliance90/100

The tender demonstrates strong legal compliance, with reasonable submission deadlines, clearly defined procedure type, and appropriate CPV codes. The explicit inclusion of 'or equivalent' for technical specifications aligns with procurement regulations, and there are no reported disputes or suspensions. Mandatory disclosure requirements appear to be met.

Clarity90/100

The tender description is clear and unambiguous, and requirements are well-documented and understandable, supported by comprehensive AI-extracted details. Evaluation criteria are explicitly stated as lowest price, and performance conditions refer clearly to the draft contract.

Completeness90/100

All essential basic information, financial details, timeline, and location data are provided. Requirements and evaluation criteria are thoroughly defined, and a comprehensive set of documents is attached, ensuring a complete tender package.

Fairness95/100

Fairness is exceptionally high due to full document access, disclosed estimated value, reasonable deadlines, and objective, price-based evaluation criteria. Crucially, the 'or equivalent' clause for technical specifications prevents tailoring to specific companies, and e-procurement ensures equal access.

Practicality80/100

Electronic submission is fully supported, and financing information is available. The contract duration is clearly specified. However, the stated contract start date is noted as indicative and not legally binding, which could introduce minor planning uncertainty for bidders.

Contract start date is indicative and not legally binding
Data Consistency85/100

Most key fields are populated, and dates are logical and consistent. Minor inconsistencies include the 'Value Classified: Yes' status alongside a disclosed estimated value, and the indicative nature of the contract start date despite a specific date being provided.

Inconsistency between 'Value Classified: Yes' and disclosed estimated value
Indicative nature of the contract start date
Sustainability40/100

While the tender is EU-funded, which often implies higher standards, it explicitly lacks specific green procurement, social, or innovation-focused criteria within its requirements. This represents a missed opportunity to integrate broader sustainability goals.

Lack of explicit green procurement criteria
Absence of social aspects in requirements

Strengths

Clear and comprehensive documentation, including detailed technical specifications and evaluation criteria.
Strong legal compliance, explicitly allowing 'or equivalent' products, ensuring fair competition.
Full electronic procurement support and transparent access to tender documents.
Objective evaluation criteria based solely on price, promoting transparency.
EU funding, suggesting adherence to broader EU standards.

Concerns

Lack of explicit green, social, or innovation criteria within the tender requirements.
Minor data inconsistency regarding 'Value Classified' status versus the disclosed estimated value.
The contract start date is stated as indicative, which could affect bidder planning.
The XML ESPD document was not AI-analyzed, though its purpose was explained.

Recommendations

1. Integrate explicit sustainability criteria (e.g., energy efficiency, lifecycle costs, material sourcing) into future tenders, especially for EU-funded projects.
2. Clarify the 'Value Classified' status to avoid any ambiguity regarding financial transparency.
3. Provide a firm contract start date or a more precise timeframe for contract commencement to aid bidder planning.
