Tender Quality Score

This tender demonstrates good clarity and practicality with electronic submission and detailed financing, but raises significant fairness concerns due to disproportionate experience requirements and suffers from incomplete document processing for analysis.

Score Breakdown

Legal Compliance80/100

The tender generally complies with legal requirements, featuring a reasonable submission deadline, clearly defined procedure type (Väikehange), and appropriate CPV codes. No disputes or suspensions are noted. The payment terms, including the factoring program, are detailed but somewhat complex.

Payment terms, particularly the factoring program, add complexity that might deter some bidders.
Clarity80/100

The tender description is clear and includes specific details regarding the scope of work. Requirements are well-categorized and understandable from the AI-extracted summaries. Evaluation criteria are explicitly stated as the lowest price (100% weight). Performance conditions refer to external documents, which is standard practice.

Performance conditions require accessing external documents, adding an extra step for bidders.
Completeness60/100

While basic information, financial details, timeline, and classification are complete, several critical documents (Väikehanke alusdokumendid, Projekt, Maksumuse_tabel) are attached but their content was not supported for AI analysis. This significantly impacts the completeness of the provided information for a comprehensive assessment and could pose accessibility challenges for bidders.

Critical tender documents (Väikehanke alusdokumendid, Projekt, Maksumuse_tabel) are not processed for AI analysis, indicating a potential gap in information accessibility or processing.
The lack of processed content for key documents reduces the overall completeness of the tender information provided for analysis.
Fairness40/100

Fairness is significantly compromised by the disproportionate technical capability requirements. Requiring bidders to have successfully completed at least three similar contracts, with one valued at €40,000 (excluding VAT), for a tender with an estimated value of €16,274, is overly restrictive for a small procurement and likely limits competition to larger, more established companies. This effectively tailors the tender.

Technical capability requirement (one prior contract of €40,000 for a €16,274 tender) is disproportionate and restrictive, potentially limiting competition.
The 'Value Classified: Yes' alongside a disclosed value is a minor inconsistency that could cause confusion, though the value is ultimately transparent.
Practicality85/100

The tender scores highly on practicality, supporting electronic submission and e-procurement. Key dates such as contract start and work completion are clearly specified. Detailed financing information, including payment terms and a factoring program, is provided, enhancing transparency for potential bidders.

Data Consistency80/100

Most key fields are populated, and dates are logical and consistent. No disputes or suspensions are reported. Minor inconsistencies exist, such as 'Value Classified: Yes' appearing alongside a disclosed estimated value, and 'relative_weighting' being used when the evaluation criterion is explicitly 'lowest price (100%)', though these are minor and clarified by other information.

Minor inconsistency: 'Value Classified: Yes' contradicts the explicit disclosure of the estimated value.
Minor inconsistency: 'Evaluation Criteria: relative_weighting' is used, but the document specifies 'lowest price (100% weight)', which is a form of relative weighting but could be more direct.
Sustainability30/100

The tender explicitly lacks specific criteria for green procurement, social aspects, or innovation focus, as indicated by automated checks. While it is EU funded, this does not automatically translate into specific sustainability requirements within the tender documentation itself.

No explicit green procurement criteria.
No explicit social criteria.

Strengths

Clear description and explicit evaluation criteria (lowest price).
Electronic submission and e-procurement enabled for equal access.
Detailed financing information and clear timeline provided.
EU Funded, implying adherence to broader EU procurement principles.
No detected disputes or suspensions.

Concerns

Disproportionate technical capability requirements (e.g., €40k prior contract for a €16k tender) significantly limit competition and fairness.
Critical tender documents (project, cost table, general conditions) are attached but not processed for AI analysis, potentially hindering full transparency and accessibility.
Explicit lack of specific green, social, or innovation criteria.
Complex payment terms, including a factoring program, might deter some bidders.
Minor data inconsistencies regarding value classification and evaluation criteria description.

Recommendations

1. Re-evaluate and adjust experience requirements to be proportionate to the tender's estimated value to foster broader competition and ensure fairness.
2. Ensure all critical tender documents are provided in universally accessible and processable formats to enhance transparency and ease of analysis for bidders.
3. Consider integrating specific green, social, or innovation criteria into the tender, especially given its EU funding, to align with modern procurement best practices.
