Tender Quality Score

This tender for cybersecurity training and exercises in Bosnia and Herzegovina is well-structured and legally compliant, but lacks explicit contract duration and sustainability considerations. Its electronic nature and clear requirements contribute to a fair and transparent process.

Score Breakdown

Legal Compliance90/100

The tender demonstrates strong legal compliance, with reasonable deadlines, a clearly defined procedure type, appropriate CPV codes, and no reported disputes. The use of ESPD and electronic submission, along with explicit EU sanctions compliance, aligns with modern procurement regulations.

Clarity85/100

The tender description is clear, and AI-extracted requirements are well-structured and understandable. Evaluation criteria (60% price, 40% quality) are explicitly stated in Document 3, despite an automated flag to the contrary. Technical specifications and a draft contract are provided, enhancing clarity.

Completeness70/100

Most essential information, including title, reference, organization, value, and deadlines, is present. Requirements and evaluation criteria are defined across various documents. However, the explicit contract duration is not readily available in the basic information or AI summaries, which is a notable omission. The NUTS code is also missing.

Missing explicit contract duration
Missing NUTS code
Fairness90/100

The tender exhibits high fairness, with full document access, disclosed estimated value, and a reasonable preparation period. Evaluation criteria are objective (price/quality split), and e-procurement ensures equal access. Requirements appear generic and not tailored to a specific company.

Practicality70/100

Electronic submission and e-procurement are fully supported, and a document URL is provided for access. However, the contract's specific start date and duration are not explicitly stated in the readily available information, which could pose practical challenges for bidders in planning.

Contract start date not explicitly stated
Contract duration not explicitly stated
Data Consistency85/100

Key fields are largely populated, and dates are logical and consistent. There are no reported disputes or suspensions. A minor discrepancy exists with the automated check regarding evaluation criteria, which is contradicted by a document summary, but overall data integrity is good.

Minor discrepancy with automated check regarding evaluation criteria
Sustainability30/100

The tender does not explicitly incorporate green procurement principles, social aspects, or an innovation focus. It is also not indicated as EU-funded, which often correlates with higher sustainability standards. This represents a missed opportunity for broader impact.

No explicit sustainability criteria
No social criteria

Strengths

Comprehensive documentation with detailed requirements and evaluation criteria.
Full electronic procurement support, enhancing accessibility and efficiency.
Clear and reasonable deadlines, promoting fair competition.
Transparent financial information with disclosed estimated value.
Explicit compliance with EU sanctions and use of ESPD for legal adherence.

Concerns

Lack of explicit contract duration in the basic tender information.
Absence of specific sustainability, social, or innovation criteria.
Missing NUTS code for geographical classification.
Contract start date not explicitly stated.

Recommendations

1. Clearly specify the intended contract duration in the main tender overview or technical specifications.
2. Integrate sustainability, social responsibility, or innovation criteria where relevant to align with modern procurement best practices.
3. Provide the NUTS code for better geographical classification and data completeness.
