Tender Quality Score

This tender for electrical network connection and substation replacement is generally well-structured and transparent, providing comprehensive information and supporting electronic submission. A key concern lies in the requirement for personnel registration in the contracting authority's partner portal, which could limit fair competition.

Score Breakdown

Legal Compliance85/100

The tender clearly defines the procedure type (VO) and CPV codes, and all mandatory disclosure requirements appear to be met. Deadlines are reasonable, and there are no reported disputes or suspensions, indicating compliance with national procurement regulations.

Clarity80/100

The description of works, requirements, and performance conditions are generally clear and well-documented, with external links provided for detailed policies. The evaluation criterion (lowest price) is explicitly stated, though there's a minor inconsistency with the 'relative_weighting' label.

Minor inconsistency in evaluation criteria labeling ('relative_weighting' vs. 'lowest price').
Several key tender documents (project plans, cost table) are in formats not supported for AI analysis, potentially obscuring details for automated review.
Completeness85/100

All basic information, including title, reference, organization, estimated value, and deadlines, is comprehensively provided. A significant number of relevant documents are attached, ensuring a complete tender package.

While documents are attached, the inability of AI to process several key ones (e.g., project plans, cost table) means their content cannot be fully verified for completeness.
Fairness70/100

The tender offers full document access, discloses the estimated value, and supports e-procurement, promoting equal access. However, the requirement for qualified personnel to be registered in Elektrilevi's partner portal could potentially limit competition by favoring pre-existing partners.

Requirement for qualified personnel to be registered in Elektrilevi's partner portal may limit competition and could be perceived as tailoring.
Practicality90/100

The tender scores highly on practicality, supporting electronic submission, providing clear document URLs for external policies, specifying a contract start date, and detailing comprehensive financing conditions.

Data Consistency90/100

Key fields are consistently populated, and dates are logical and coherent across the tender information. There are no reported suspensions or disputes, indicating a stable procurement process.

Minor inconsistency in evaluation criteria labeling ('relative_weighting' vs. 'sole criterion is the total offer cost, and the lowest price is the best').
Sustainability50/100

While the tender is EU funded, which often implies higher standards, it lacks explicit criteria for green procurement, social aspects, or innovation focus within its requirements.

No explicit green procurement criteria.
No explicit social criteria.

Strengths

Clear and detailed description of works and requirements.
Comprehensive financial information and payment terms.
Support for electronic submission and e-procurement.
All essential tender information (title, reference, value, deadlines, CPV) is provided.
No detected disputes or suspensions, indicating a smooth process.

Concerns

Requirement for qualified personnel to be registered in Elektrilevi's partner portal may limit competition.
Several key tender documents (project plans, cost table) are in formats not supported for AI analysis, potentially obscuring details.
Minor inconsistency in evaluation criteria labeling ('relative_weighting' vs. 'lowest price').
Lack of explicit green, social, or innovation procurement criteria.

Recommendations

1. Clarify the necessity and implications of the Elektrilevi partner portal registration requirement to ensure fair access for all potential bidders.
2. Ensure all critical tender documents are provided in easily accessible and universally processable formats, or provide comprehensive summaries for complex files.
3. Consider incorporating specific sustainability (environmental, social, innovation) criteria into future tenders, especially given EU funding.
