Tender Quality Score

This tender is generally well-structured with comprehensive documentation and clear technical requirements, but it suffers from a significant inconsistency in the stated evaluation criteria.

Score Breakdown

Legal Compliance85/100

The tender appears compliant with national (Estonian) public procurement regulations, referencing RHS § 52 lg-s 3 and utilizing a reverse procedure for qualification checks, which is permissible. The CPV code is appropriate, and disclosure requirements are met. The generic 'Type: A' and 'Procedure: A' could be more specific for international clarity.

Generic definition of procedure type 'A' could be more specific.
Clarity70/100

The description, technical requirements, and submission instructions are generally clear and well-documented with supporting materials. However, there is a direct contradiction between the 'Evaluation Criteria: relative_weighting' stated in the procurement characteristics and the explicit 'lowest price' evaluation method detailed in the financial requirements and Document 1.

Contradiction in evaluation criteria description ('relative_weighting' vs. 'lowest price').
Completeness90/100

The tender is highly complete, providing all essential information including title, reference, organization, deadlines, estimated value, and location. All necessary documents, such as technical specifications, draft contract, and cost table, are attached and processed.

Fairness85/100

Full document access is provided, the estimated value is disclosed, and the evaluation criteria ('lowest price') are objective and transparent. E-procurement is enabled, ensuring equal access. Requirements do not appear to be tailored to a specific company, with illustrative materials serving to clarify expectations.

Illustrative material could potentially be too specific, though summaries suggest clarification.
Practicality80/100

Electronic submission and e-procurement are fully supported, with a clear URL to the procurement portal. The contract duration is clearly specified as 2 months. While a specific contract start date is not provided, this is common practice.

Contract start date is not explicitly stated.
Data Consistency60/100

Most key fields are populated, and dates are logical and consistent. The primary inconsistency lies in the conflicting statements regarding the evaluation criteria ('relative_weighting' versus 'lowest price').

Inconsistency in evaluation criteria description.
Sustainability50/100

The tender does not explicitly include green or social procurement criteria. While the product (smart waste bins) inherently contributes to better waste management and logistics optimization, broader sustainability aspects are not integrated into the procurement process or evaluation. The tender is not EU funded.

Lack of explicit green or social procurement criteria.

Strengths

Clear technical specifications and illustrative materials.
Support for e-procurement and electronic submission.
Transparent and objective evaluation criteria (lowest price).
Comprehensive documentation, including draft contract and cost table.
Compliance with national procurement practices (e.g., reverse procedure).

Concerns

Contradiction in evaluation criteria description ('relative_weighting' vs. 'lowest price').
Absence of explicit green and social procurement criteria.
Generic definition of procedure type 'A' could be more specific.
Potential for illustrative material to be overly specific, limiting competition.

Recommendations

1. Ensure consistency in the description of evaluation criteria across all tender documents, clearly stating 'lowest price' where applicable.
2. Consider integrating explicit green and social criteria into future tenders, such as requirements for sustainable materials or lifecycle costs.
3. Clarify the specific type of procurement procedure to enhance transparency for all potential bidders, including international ones.
