Tender Quality Score

This tender for a research vessel rental is well-structured and highly compliant, demonstrating strong clarity and completeness in its documentation, though it lacks explicit sustainability considerations.

Score Breakdown

Legal Compliance90/100

The tender adheres well to legal requirements, evidenced by the use of an open procedure, appropriate CPV codes, EU funding, WTO/GPA characteristics, and the inclusion of an 'equivalent products' clause. All mandatory disclosures are met, and no disputes are present.

Clarity95/100

The tender excels in clarity with a precise description, well-documented requirements, and explicitly stated evaluation criteria (100% lowest price). The provision of key documents in both Estonian and English significantly enhances understanding for a broader range of potential bidders.

Completeness95/100

The tender is highly complete, providing all essential basic information, detailed timelines, financial data, and location specifics. A comprehensive set of 12 documents, including technical specifications, draft contract, and evaluation criteria, ensures bidders have all necessary information.

Fairness90/100

Fairness is well-addressed through full document access via e-procurement, transparent disclosure of the estimated value, and objective evaluation criteria based solely on price. The explicit allowance for equivalent products further promotes fair competition.

Practicality85/100

The tender is practical, supporting electronic submission and clearly stating the contract start date and duration. Financing information (EU Funded) is provided, contributing to the overall feasibility for bidders.

Data Consistency80/100

Data consistency is generally strong, with most key fields populated and logical dates. However, minor inconsistencies exist between the general 'relative_weighting' characteristic and the specific '100% lowest price' criterion, and the 'Value Classified: Yes' flag despite the value being disclosed.

Minor inconsistency in evaluation criteria description (relative_weighting vs. 100% lowest price)
Minor inconsistency regarding value classification (classified vs. disclosed)
Sustainability30/100

This tender scores low on sustainability as it does not explicitly incorporate green procurement, social aspects, or innovation-focused criteria. While EU funded, this does not automatically translate into specific sustainability requirements within the tender itself.

Absence of explicit green procurement criteria
Lack of social aspects in requirements

Strengths

Clear and comprehensive documentation in dual languages (Estonian/English)
Transparent and objective evaluation criteria (100% lowest price)
Explicit allowance for equivalent products promoting fair competition
Robust legal compliance with EU/national regulations and e-procurement features
All essential information and documents provided

Concerns

Absence of explicit sustainability, social, or innovation criteria
Minor inconsistencies in data fields (e.g., evaluation criteria description, value classification)

Recommendations

1. Integrate specific green procurement criteria and social considerations into future tenders, especially for EU-funded projects.
2. Ensure absolute consistency in all data fields, particularly regarding evaluation criteria and value classification, to avoid any ambiguity.
3. Consider adding innovation-focused elements where applicable to encourage advanced solutions.
