Tender Quality Score

This tender for road rehabilitation and reconstruction is generally well-structured and transparent, with clear project details and fair access. However, it presents a notable inconsistency in evaluation criteria and could enhance its sustainability focus.

Score Breakdown

Legal Compliance75/100

The tender generally adheres to legal requirements, with reasonable deadlines and a clearly defined open procedure. CPV codes are appropriate, and mandatory disclosures, including value, are met. The initial inconsistency in stating evaluation criteria (relative weighting vs. lowest price) is a minor legal risk, though clarified in specific documents.

Inconsistency in stated evaluation criteria (relative weighting vs. lowest price)
Clarity80/100

The project description, technical, and financial requirements are largely clear and understandable. Performance conditions are well-defined. However, there is some ambiguity regarding the specific ESPD document required for submission, as one document suggests it might not be needed while submission requirements explicitly ask for it.

Ambiguity regarding specific ESPD document required for submission
Completeness70/100

All essential basic information, financial details, and timelines are provided. Key documents like the cost list, forms, and contract project are attached. However, the content of the attached ZIP files (HD I Vormid, HD II Hankelepingu projekt) could not be analyzed, preventing a full assessment of their internal completeness.

Content of attached ZIP files (HD I Vormid, HD II Hankelepingu projekt) not analyzed
Fairness85/100

The tender demonstrates good fairness with full document access, disclosed value, reasonable deadlines, and objective lowest-price evaluation criteria. E-procurement is enabled, ensuring equal access, and requirements do not appear tailored to a specific company.

Practicality65/100

Electronic submission is supported, and duration is clearly specified. However, the contract start date is not fixed, depending on a commencement order, which introduces a slight planning uncertainty. Specific direct document URLs beyond the e-procurement portal are not provided.

Contract start date not fixed
Lack of specific direct document URLs
Data Consistency60/100

Most key fields are populated, and dates are logical. A significant inconsistency exists in the evaluation criteria, where the 'Characteristics' section lists 'relative_weighting' while the 'Financial Requirements' and a dedicated document (Document 4) clearly state 'lowest total price'.

Contradiction in evaluation criteria (relative_weighting vs. lowest price)
Sustainability50/100

The tender explicitly mentions 'Green Procurement' as a characteristic, which is a positive step. However, it lacks specific details on social aspects or innovation focus, and it is not EU funded, which often drives higher sustainability standards.

Lack of explicit social criteria
Lack of explicit innovation focus

Strengths

Clear project description and specific location details
Reasonable submission deadline (28 days)
Value disclosed and objective lowest-price evaluation criteria
Electronic submission and e-procurement enabled
Justification for not dividing the tender into parts is provided

Concerns

Inconsistency regarding evaluation criteria (relative weighting vs. lowest price)
Ambiguity in ESPD submission instructions
Content of critical ZIP files (forms, contract project) not analyzed
Lack of explicit social or innovation criteria despite 'Green Procurement' flag
Contract start date is not fixed

Recommendations

1. Clarify the evaluation criteria to resolve the inconsistency between 'relative_weighting' and 'lowest price'.
2. Provide clear instructions on which ESPD document or electronic confirmation is required for submission.
3. Consider integrating specific social and innovation criteria into the tender documents to enhance sustainability aspects.
