Tender Quality Score

This tender for hazardous waste collection in Narva is well-structured and transparent, demonstrating strong compliance and fairness, though minor inconsistencies in metadata and limited explicit sustainability criteria beyond 'green procurement' are noted.

Score Breakdown

Legal Compliance85/100

The tender demonstrates good legal compliance with a clearly defined open procedure, appropriate CPV codes, and no detected disputes. The use of the reverse procedure for qualification checks is permissible under national law. The 16-day submission period is reasonable.

Clarity80/100

The tender's description and requirements are generally clear and well-documented across the provided summaries. Evaluation criteria are explicitly stated as 100% total cost, ensuring transparency for bidders.

Minor inconsistency: 'Evaluation Criteria: relative_weighting' in characteristics contradicts '100% total bid cost' in evaluation documents.
Completeness90/100

The tender is highly complete, providing all essential basic information, financial details, timelines, location, and a comprehensive set of documents, including technical specifications, draft contract, and mandatory submission forms.

Fairness95/100

Fairness is excellent, with full document access, disclosed estimated value, objective 100% total cost evaluation criteria, and support for e-procurement. Requirements appear generic and not tailored to any specific company.

Practicality90/100

The tender is highly practical, supporting electronic submission, providing a clear e-procurement portal URL, and specifying the contract start date and duration. Financing information is also available.

Data Consistency75/100

Most key fields are populated and dates are logical. However, there are minor inconsistencies between the tender's characteristics metadata and the detailed document content regarding evaluation criteria and the 'Negotiation Allowed' flag for an open procedure.

Inconsistency: 'Evaluation Criteria: relative_weighting' vs. '100% total bid cost'.
Ambiguity: 'Negotiation Allowed' characteristic for an open procedure with 100% cost evaluation.
Sustainability60/100

The tender explicitly identifies as 'Green Procurement,' which is a positive aspect. However, it lacks specific mention of social criteria or innovation focus, and is not EU-funded, which often drives higher sustainability standards.

No explicit social criteria mentioned.
No explicit innovation focus mentioned.

Strengths

Comprehensive documentation and clear requirements.
High transparency with disclosed value and objective evaluation criteria (100% total cost).
Full support for e-procurement and electronic submission.
Reasonable submission deadline and clear contract timeline.
Explicitly identified as 'Green Procurement'.

Concerns

Minor inconsistencies between tender characteristics metadata and detailed document content (e.g., evaluation criteria, negotiation flag).
Lack of explicit social criteria in the tender.
No specific focus on innovation.

Recommendations

1. Ensure full consistency between tender metadata fields and detailed document content, especially for evaluation criteria.
2. Consider incorporating explicit social responsibility clauses or criteria in future tenders.
3. Explore opportunities to encourage innovation in service delivery or waste handling methods.
