Tender Quality Score

This tender for electrical reconstruction is generally well-structured with clear project details and financial terms. However, a critical inconsistency regarding the required value of previous experience significantly impacts clarity, data consistency, and fairness, potentially limiting competition.

Score Breakdown

Legal Compliance75/100

The tender generally adheres to basic legal requirements, including reasonable deadlines and proper CPV classification. However, the conflicting information regarding the minimum value of a similar past contract (4,000 EUR vs. 40,000 EUR) presents a legal risk due to potential ambiguity in qualification criteria.

Conflicting minimum value for previous experience (4,000 EUR vs. 40,000 EUR)
Clarity65/100

The project description, performance conditions, and evaluation criteria (lowest price) are clearly stated. However, the significant discrepancy in the required value for similar past contracts (4,000 EUR in one summary, 40,000 EUR in others) creates substantial ambiguity for bidders.

Conflicting minimum value for previous experience (4,000 EUR vs. 40,000 EUR)
Completeness70/100

Most essential information, including basic details, financial terms, and key requirements, is provided. However, the content of several crucial documents (e.g., project plans, main tender documents, cost table) was not analyzed, limiting a full assessment of completeness.

Content of .zip and .xls documents not analyzed, potentially missing details
Fairness40/100

While e-procurement is enabled and evaluation criteria are objective (lowest price), the requirement for bidders to have completed a previous contract valued at least 40,000 EUR (excluding VAT) for a tender estimated at 21,140 EUR is disproportionate. This significantly limits competition and may favor larger, established companies.

Disproportionate technical capability requirement (40,000 EUR previous contract for a 21,140 EUR tender)
Practicality75/100

The tender supports electronic submission and provides clear contract start dates and detailed financing conditions. URLs for specific policy documents are available, enhancing practicality.

No direct, overarching URL for all tender documents explicitly provided in the basic information
Data Consistency40/100

Most key fields are populated, and dates are logical. However, the critical inconsistency regarding the minimum value of a similar past contract (4,000 EUR vs. 40,000 EUR) is a major data consistency flaw. The 'Value Classified: Yes' flag also contradicts the explicitly stated estimated value.

Conflicting minimum value for previous experience (4,000 EUR vs. 40,000 EUR)
'Value Classified: Yes' contradicts explicit estimated value
Sustainability30/100

The tender is EU-funded, which often implies higher standards. However, it lacks explicit criteria for green procurement, social aspects, or innovation, representing a missed opportunity to integrate broader sustainability goals.

Absence of explicit green, social, or innovation criteria

Strengths

Clear project description and location
Detailed financial payment terms
Electronic submission and e-procurement enabled
EU-funded project
Objective evaluation criteria (lowest price)

Concerns

Critical inconsistency in required value for previous experience (4,000 EUR vs. 40,000 EUR)
Disproportionate technical capability requirement (40,000 EUR for a 21,140 EUR tender)
Lack of explicit green, social, or innovation criteria
Content of several key documents (zip/xls) not analyzed

Recommendations

1. Immediately clarify and correct the conflicting information regarding the minimum value of previous experience.
2. Re-evaluate the technical capability requirement to ensure it is proportionate to the tender's estimated value, promoting broader competition.
3. Consider integrating explicit green, social, or innovation criteria to align with modern procurement best practices, especially for EU-funded projects.
