Tender Quality Score

This tender for electrical infrastructure reconstruction is well-structured with clear requirements and transparent evaluation criteria, demonstrating good legal compliance and data consistency. However, the lack of sustainability considerations and the inaccessibility of key project documents for analysis are notable areas for improvement.

Score Breakdown

Legal Compliance85/100

The tender demonstrates good legal compliance with a clearly defined procedure (Simplified Procurement), appropriate CPV codes, and no detected disputes or suspensions. Deadlines are reasonable, and detailed payment terms are provided. Being EU funded, it is expected to adhere to broader EU procurement regulations.

Clarity90/100

The tender's description is clear, and requirements for eligibility, technical capability, and submission are well-documented and specific. Evaluation criteria are explicitly stated as the lowest total price, ensuring transparency. Performance conditions are also clearly outlined with a provided link.

Completeness65/100

While basic information, deadlines, value, and location are provided, the inability to analyze four critical documents (Work Project, Cost Table, Basic Documents, Approvals) due to their file format (.zip, .xls) significantly limits a comprehensive assessment of the tender's completeness. This means crucial project details might not be fully captured in the summary.

Key tender documents (Work Project, Cost Table, Basic Documents, Approvals) were not accessible for AI analysis due to unsupported file formats (.zip, .xls), limiting a full assessment of completeness.
Fairness75/100

The tender generally promotes fairness with a disclosed value, reasonable deadlines, and objective, price-based evaluation criteria. Electronic submission is enabled for equal access. However, the requirement for team members to be registered in Elektrilevi's partner portal could act as a barrier to entry for new suppliers, potentially limiting competition, though it is not tailored to a single specific company.

Requirement for team members to be registered in Elektrilevi's partner portal may limit competition by creating a barrier to entry for new suppliers.
Practicality85/100

The tender is practical, supporting electronic submission and clearly stating the contract start date and work completion deadline. Detailed financing information, including payment terms and the absence of advance payments, is provided. A URL for performance conditions is also available.

Data Consistency90/100

Data consistency is high, with most key fields populated, no detected suspensions or disputes, and logical, consistent dates. A minor ambiguity exists with the 'Value Classified: Yes' flag, given the estimated value is explicitly disclosed, but this does not significantly impact overall consistency.

Minor inconsistency with 'Value Classified: Yes' flag, despite the estimated value being explicitly disclosed.
Sustainability30/100

The tender scores low on sustainability as it explicitly lacks green procurement, social aspects, or innovation focus, as confirmed by automated checks. Despite being EU funded, which often encourages higher standards, these modern procurement considerations are absent.

No explicit green procurement criteria.
No explicit social criteria.

Strengths

Clear and specific eligibility and technical capability requirements.
Transparent evaluation criteria based solely on the lowest price.
Detailed financial information, including payment terms and factoring options.
Good legal compliance with a defined procedure and appropriate CPV codes.
Electronic submission and e-procurement enabled for equal access.

Concerns

Key project documents (Work Project, Cost Table) were not accessible for AI analysis, limiting a full completeness assessment.
Requirement for team members to be registered in Elektrilevi's partner portal may limit competition.
Absence of green, social, or innovation criteria, despite being an EU-funded project.
Minor ambiguity with the 'Value Classified: Yes' flag, despite the estimated value being public.

Recommendations

1. Ensure all critical tender documents are provided in universally accessible and AI-analyzable formats (e.g., PDF) to facilitate comprehensive review and transparency.
2. Review the requirement for partner portal registration to assess if it creates an undue barrier to entry for new, qualified suppliers, and consider alternative pre-qualification methods.
3. Integrate sustainability (environmental, social, innovation) criteria into future tenders, especially for EU-funded projects, to align with modern procurement best practices.
