Tender Quality Score

This tender for electrical works demonstrates strong clarity, fairness, and data consistency, but its completeness for analysis is hampered by unprocessable document formats. Sustainability aspects are present through EU funding but lack explicit criteria.

Score Breakdown

Legal Compliance85/100

The tender clearly defines the procedure type (VO - Small Procurement) and assigns an appropriate CPV code. Deadlines are reasonable, and there are no reported disputes or suspensions. Mandatory disclosure requirements appear to be met for a national small procurement.

Clarity90/100

The tender description is clear and unambiguous, and all requirements, including eligibility, technical capabilities, and submission details, are well-documented and understandable. Evaluation criteria are explicitly stated as lowest price, ensuring transparency.

Completeness65/100

While all essential basic information, deadlines, value, and location are provided, the AI's inability to process critical ZIP and XLS files (e.g., project details, basic documents, cost table) means a significant portion of the tender's detailed content is not available for comprehensive analysis. This limits the assessment of overall completeness.

Critical tender documents (project, basic documents, cost table) in ZIP/XLS format were not processed, limiting full content analysis.
Fairness90/100

The tender promotes fairness through objective evaluation criteria (lowest price), electronic submission, and generic, standard qualification requirements that do not appear tailored to a specific company. Full document access is implied.

The 'Value Classified: Yes' alongside a disclosed estimated value creates a minor ambiguity, though the value is clearly stated.
Practicality80/100

Electronic submission is supported, and financing information, including detailed payment terms and a factoring program, is clearly provided. The contract start date and work completion deadline are specified, aiding practical planning.

A direct URL to the tender documents was not provided in the basic information, which could slightly hinder immediate access.
Data Consistency95/100

All key fields are populated, and there are no reported suspensions or disputes. Dates are logical and consistent throughout the tender information, ensuring reliability.

Sustainability50/100

The tender is noted as EU Funded, which often implies adherence to higher standards, including sustainability. However, the provided tender information and AI-extracted requirements do not explicitly detail any specific green procurement, social, or innovation criteria.

No explicit green procurement, social, or innovation criteria are detailed in the tender documents.

Strengths

Clear and unambiguous description of works and requirements.
Objective and transparent evaluation criteria based solely on price.
Comprehensive financing information and payment terms provided.
Electronic submission and e-procurement enabled for equal access.
Consistent and logical data across all key fields.

Concerns

Critical tender documents (project, basic documents, cost table) were not processed, limiting full content analysis.
Lack of explicit green, social, or innovation criteria despite being EU funded.
Minor ambiguity regarding 'Value Classified: Yes' despite a disclosed estimated value.

Recommendations

1. Ensure all critical tender documents are provided in AI-processable formats (e.g., PDF) to facilitate comprehensive analysis.
2. Integrate explicit green procurement, social responsibility, or innovation criteria, especially given the EU funding.
3. Clarify any contradictory information, such as the 'Value Classified' status when a value is disclosed.
