Tender Quality Score

This tender is well-structured and clear for the design of a microfiltration system, with a strong inherent focus on environmental protection. While most information is comprehensive, the inability to analyze some supplementary documents limits a full assessment.

Score Breakdown

Legal Compliance80/100

The tender demonstrates good legal compliance, utilizing a defined simplified procedure (LM) appropriate for the estimated value. It references standard EU documents like ESPD, specifies a relevant CPV code, and has a reasonable submission period. No disputes or suspensions are indicated.

Clarity90/100

Clarity is excellent, with a precise project description, well-documented and understandable AI-extracted requirements, and explicitly stated evaluation criteria (100% lowest price). Performance and financing conditions are clearly referenced to specific documents.

Completeness75/100

The tender provides most essential information, including basic details, financial data, timeline, and classification. However, the inability to analyze the content of three supplementary documents (XML, 7Z, ZIP) limits a full verification of the tender's overall completeness from the provided data.

Three tender documents (XML, 7Z, ZIP) were not analyzable, limiting full content verification.
Fairness90/100

Fairness is high, supported by full document access, disclosed estimated value, objective 'lowest price' evaluation criteria, and enabled e-procurement. Requirements appear generic and not tailored to a specific company, promoting equal opportunity.

Practicality85/100

Practicality is good, with support for electronic submission, clearly specified contract start date and duration, and reference to financing conditions. The e-procurement characteristic implies accessible document URLs.

Data Consistency95/100

Data consistency is excellent, with all key fields populated, no detected suspensions or disputes, and logical, consistent dates across the timeline.

Sustainability70/100

The project's core objective, microplastic removal from wastewater, is inherently a strong environmental sustainability initiative. It is also EU funded. While the tender does not explicitly request additional green, social, or innovation criteria from bidders, the project's nature itself contributes significantly to sustainability.

Tender does not explicitly request bidders to propose additional green, social, or innovative aspects in their methodology or design beyond the core technical specification.

Strengths

Clear and unambiguous project description.
Objective and transparent evaluation criteria (lowest price).
Comprehensive AI-extracted requirements covering all key aspects.
Full disclosure of estimated value and key timeline details.
Support for electronic submission and e-procurement.

Concerns

Three tender documents (XML, 7Z, ZIP) were not analyzable, limiting full content verification.
While the project is sustainable, the tender does not explicitly request bidders to propose additional green, social, or innovative aspects in their methodology or design beyond the core technical specification.
Specific details on financing and performance conditions could be explicitly highlighted in the main overview or AI summary, even if detailed in a separate document.

Recommendations

1. Ensure all supplementary documents (e.g., plans, detailed ESPD) are provided in universally accessible and machine-readable formats to facilitate comprehensive review.
2. Consider incorporating explicit sustainability or innovation criteria for bidders, encouraging them to propose environmentally friendly design methodologies or social considerations, even for projects with inherent green objectives.
3. For future tenders, if possible, provide a brief summary of key financing and performance conditions directly in the main tender overview or AI-extracted sections, even if detailed in a separate document.
