Tender Quality Score

This is a well-structured and transparent tender for a circular economy development plan, featuring clear requirements and evaluation criteria. While most aspects are strong, there are minor opportunities for improving data consistency and practicality.

Score Breakdown

Legal Compliance90/100

The tender demonstrates strong legal compliance, utilizing a simplified procedure appropriate for the estimated value. Deadlines are reasonable, CPV codes are correctly assigned, and mandatory disclosure requirements appear to be met. The inclusion of ESPD and electronic submission aligns with modern procurement standards.

Clarity90/100

The tender's objective is clearly and unambiguously described. Requirements are well-documented, structured, and understandable, supported by detailed technical specifications and an explanatory guide for the ESPD. Evaluation criteria (80% cost, 20% quality) are explicitly stated.

Completeness85/100

The tender provides all essential information, including title, reference, organization, financial details, and timelines. A comprehensive set of documents is attached, and requirements and criteria are thoroughly defined. The 'exact region unspecified' is a minor detail, as the involved municipalities are clearly named.

Exact region unspecified in location info, though municipalities are named.
Fairness90/100

Fairness is well-addressed with full document access, disclosed value, and reasonable deadlines for preparation. Evaluation criteria are objective and transparent, and e-procurement ensures equal access. Requirements for team composition and experience are generic and relevant, showing no signs of being tailored to a specific company.

Practicality80/100

The tender supports electronic submission and e-procurement, enhancing practicality. The contract duration and financing source (Environmental Investment Centre) are clearly specified. The absence of an explicit contract start date is common but could be improved for planning purposes.

Exact contract start date is not specified.
Data Consistency90/100

Key fields are consistently populated, and dates are logical and sequential. There are no detected disputes or suspensions. The 'Value Classified: Yes' flag is a minor inconsistency given the value is disclosed, but does not hinder overall data reliability.

The 'Value Classified: Yes' flag contradicts the disclosed estimated value.
Sustainability75/100

The tender's core subject, a circular economy development plan, is inherently focused on environmental sustainability. Social aspects are also included through the requirement for community involvement. While not explicitly highlighted as an innovation-focused tender or directly EU-funded, its inherent green nature is strong.

No explicit focus on innovation as an evaluation criterion.
Not explicitly stated as EU funded (though KIK often channels EU funds).

Strengths

Clear and comprehensive description of the tender's objective.
Well-structured and understandable requirements, including detailed technical capabilities.
Transparent evaluation criteria (80% cost, 20% quality).
Support for electronic submission and e-procurement, ensuring accessibility.
The subject matter inherently promotes environmental sustainability (circular economy).

Concerns

The 'Value Classified: Yes' flag contradicts the disclosed estimated value, creating minor data inconsistency.
The exact contract start date is not specified, which could affect planning for bidders.
While the subject is sustainable, there's no explicit focus on innovation as an evaluation criterion.
Location info states 'Exact region unspecified', though the involved municipalities are clearly named.

Recommendations

1. Clarify the 'Value Classified' status to avoid ambiguity, even if the value is disclosed.
2. Provide an indicative contract start date or a timeframe for contract commencement post-award.
3. Consider explicitly including innovation as a quality criterion, given the nature of a development plan.
