Tender Quality Score

This tender is generally well-structured and transparent, but contains significant inconsistencies regarding the CPV code and procedure type that require correction. The analysis of critical document content was limited due to file formats.

Score Breakdown

Legal Compliance60/100

The CPV code (9290) is incorrectly assigned for road construction works, which is a significant legal non-compliance. Furthermore, 'Negotiation Allowed' in an Open Procedure (Type A) is unusual and requires clarification to ensure adherence to public procurement regulations.

Incorrect CPV code assigned (9290 for road construction)
Negotiation allowed in an Open Procedure (Type A) without clear justification
Clarity80/100

Requirements are generally clear and understandable. The slight discrepancy in contract duration (3 vs 4 months) is explained, and evaluation criteria (lowest price) are unambiguously stated. Minor ambiguities exist but are mostly resolved by supporting documents.

Minor initial ambiguity regarding contract duration explanation
Completeness70/100

The tender lists all necessary document types (e.g., technical specifications, draft contract, cost list). However, the content of critical documents (e.g., .zip and .xml formats) was not available for analysis, limiting a full assessment of detailed requirements.

Content of critical documents (technical specifications, draft contract, forms) not available for analysis due to file formats
Fairness85/100

The contract value is disclosed, and evaluation criteria are objective. E-procurement is supported. A potential concern is 'qualification conditions related to the contracting authority's location,' which could be restrictive, but its exact nature is unclear from the summary.

Potential for restrictive 'qualification conditions related to the contracting authority's location' without further detail
Practicality90/100

Electronic submission is supported, and a URL for tender documents is provided. The contract start date being determined by an order is practical for construction projects, and duration is clearly specified.

Data Consistency65/100

Significant inconsistencies exist in the data: an incorrect CPV code and the allowance for negotiation within an Open Procedure. An initial inconsistency regarding evaluation criteria was clarified by a document.

Incorrect CPV code (9290) for road construction
Contradiction between 'Open Procedure' and 'Negotiation Allowed' characteristics
Sustainability50/100

The tender explicitly mentions 'Green Procurement,' which is positive, but lacks specific details on its implementation. No social criteria or innovation focus are indicated, and it is not EU funded.

Lack of detailed information on 'Green Procurement' implementation
Absence of specific social criteria

Strengths

Clear definition of evaluation criteria (lowest price)
Comprehensive set of tender documents provided (even if content not fully analyzed)
Full electronic procurement process supported
Value of the contract is fully disclosed
Explicit mention of Green Procurement

Concerns

Incorrect CPV code assigned for road construction works
'Negotiation Allowed' characteristic for an Open Procedure (Type A) is legally ambiguous
Lack of detailed content analysis for critical documents (technical specifications, draft contract) due to file formats
'Qualification conditions related to the contracting authority's location' could be restrictive
Absence of specific social criteria and innovation focus

Recommendations

1. Correct the CPV code to accurately reflect road construction services.
2. Clarify the procedure type or the allowance for negotiation to ensure legal compliance.
3. Provide more detailed information on the implementation of 'Green Procurement' aspects.
