Tender Quality Score

This tender is generally well-structured and transparent, utilizing a Dynamic Purchasing System for hazardous waste management. While explicitly green, it lacks explicit social and innovation aspects.

Score Breakdown

Legal Compliance90/100

The tender demonstrates strong legal compliance, with a clearly defined Dynamic Purchasing System (DPS) procedure, appropriate CPV codes, and reasonable submission deadlines. The use of the European Single Procurement Document (ESPD) aligns with EU/national regulations, and no disputes or suspensions are reported.

Clarity90/100

The tender's description is clear and unambiguous, detailing the service of crushing creosote-impregnated sleepers. Requirements are well-documented through various attached documents and AI-extracted summaries, and evaluation criteria (lowest price) are explicitly stated.

Completeness85/100

All essential information, including title, reference, organization, financial details, and duration, is provided. A comprehensive set of documents, including technical specifications and a draft contract, supports the tender. The only minor gap is the absence of an explicit contract start date.

Contract start date not explicitly stated.
Fairness95/100

Fairness is a strong point, with full document access, disclosed estimated value (despite a 'classified' flag), and reasonable deadlines. The evaluation criteria based solely on the lowest price are objective and transparent, and e-procurement ensures equal access. Requirements appear generic and not tailored to a specific company.

Practicality80/100

The tender supports electronic submission and e-procurement, enhancing practicality. Financing information is available in the draft contract, and the duration is clearly specified. The absence of an explicit document URL (though implied by e-procurement) and contract start date are minor practical considerations.

Document URL not explicitly provided (implied by e-procurement).
Contract start date not explicitly stated.
Data Consistency85/100

Key fields are largely populated, and dates are logical and consistent. Minor inconsistencies include the 'Value Classified: Yes' flag despite the estimated value being disclosed, and a slight difference in the general vs. specific description of evaluation criteria.

Inconsistency between 'Value Classified: Yes' and disclosed estimated value.
Slight difference in general ('relative_weighting') vs. specific ('lowest price') evaluation criteria description.
Sustainability50/100

The tender explicitly identifies as 'Green Procurement,' which is positive given the nature of hazardous waste management. However, it lacks explicit social criteria and an innovation focus, and it is not EU funded, which often correlates with higher sustainability standards.

No explicit social criteria.
No explicit innovation focus.

Strengths

Clear definition and utilization of a Dynamic Purchasing System (DPS).
Comprehensive documentation, including technical specifications and a draft contract.
Transparent and objective evaluation criteria based on the lowest price.
Strong support for electronic submission and e-procurement, promoting equal access.
Explicitly stated as Green Procurement, addressing environmental aspects.

Concerns

Lack of explicit social responsibility criteria.
Absence of a clear focus on innovation within the procurement.
Minor inconsistencies in data, such as the 'Value Classified' flag versus disclosed value.
Contract start date is not explicitly stated, only the duration.

Recommendations

1. Consider incorporating social responsibility clauses into future tenders to enhance overall sustainability.
2. Explore opportunities to encourage innovation in waste management processes through specific criteria.
3. Ensure full data consistency across all tender fields and documents to eliminate minor discrepancies.
