Excellent

Tender Quality Score

This tender for healthcare services for human trafficking victims is generally well-structured and transparent, facilitating electronic participation. While comprehensive in its documentation, minor inconsistencies regarding evaluation criteria and a lack of detailed sustainability requirements are noted.

Score Breakdown

Legal Compliance85/100

The tender adheres to national small procurement regulations, with appropriate CPV codes and reasonable deadlines. All mandatory disclosures are met, and there are no detected disputes or suspensions.

The characteristic 'relative_weighting' for evaluation criteria contradicts the specific document (Document 3) stating evaluation is 'solely based on the hourly price'.
Clarity75/100

The tender description and requirements are largely clear and understandable, with comprehensive AI-extracted details. Performance conditions are also clearly stated.

The discrepancy between the stated evaluation characteristic ('relative_weighting') and the actual evaluation method ('solely based on hourly price') creates ambiguity for potential bidders.
Completeness90/100

The tender is highly complete, providing all basic information, financial details, timelines, location, and a full set of supporting documents covering all aspects of the procurement process.

Fairness85/100

The tender promotes fairness through objective, price-based evaluation criteria, electronic submission, and reasonable deadlines. Requirements appear generic and not tailored to a specific company, ensuring equal access.

Practicality80/100

Electronic submission and e-procurement are supported, enhancing accessibility and efficiency. The contract start date is known, which is beneficial for planning.

The specific duration of the framework agreement is not explicitly stated in the basic information or description, requiring deeper document review to ascertain.
Data Consistency75/100

Key fields are populated, and dates are logical and consistent. However, a notable inconsistency exists regarding the evaluation criteria description.

The 'Evaluation Criteria: relative_weighting' characteristic is inconsistent with Document 3, which specifies evaluation 'solely based on the hourly price'.
Sustainability50/100

The service itself addresses a critical social need (victims of human trafficking). However, the tender lacks explicit additional green procurement or innovation criteria for the service provider, despite 'Green Procurement' being listed as a characteristic.

The 'Green Procurement' characteristic is not substantiated by specific requirements within the provided tender details.
No explicit additional social or innovation criteria are imposed on the service provider beyond the core service delivery.

Strengths

Clear purpose and scope for a critical social service
Comprehensive documentation provided (7 detailed documents)
Electronic submission and e-procurement enabled
Objective, price-based evaluation criteria
Reasonable deadlines for a small procurement

Concerns

Inconsistency in the description of evaluation criteria (relative weighting vs. solely price-based)
Lack of detailed sustainability requirements despite 'Green Procurement' characteristic
Contract duration not immediately visible in the main overview

Recommendations

1. Clarify evaluation criteria to remove ambiguity, ensuring consistency between the main characteristics and specific documents.
2. Substantiate 'Green Procurement' with specific, measurable requirements or remove the characteristic if no such criteria apply.
3. Explicitly state the contract duration in the main tender overview for better transparency and bidder planning.
