Tender Quality Score

This tender is a well-structured small procurement for a critical social service, demonstrating good clarity, legal compliance, and fairness. While comprehensive, explicitly stating the framework agreement's duration would enhance completeness and practicality.

Score Breakdown

Legal Compliance75/100

The tender appears legally compliant for a small procurement (VO procedure) in Estonia. The procedure type is clearly defined, CPV codes are appropriate, and mandatory exclusion grounds are specified. Deadlines are reasonable, and no disputes or suspensions are indicated.

Clarity80/100

The tender description is clear, and requirements are well-documented and understandable, supported by AI-extracted details and specific documents. Evaluation criteria are explicitly stated as 100% based on the lowest hourly rate, ensuring transparency.

Completeness70/100

All basic information, financial details, and classification are provided. Requirements and evaluation criteria are defined, and documents are listed. However, the exact duration of the framework agreement is not explicitly stated in the basic information, which could be more complete.

Exact duration of the framework agreement not explicitly stated in basic information.
Fairness85/100

The tender demonstrates good fairness with full document access, disclosed value, and reasonable deadlines. Evaluation criteria are objective and transparent. While team member qualifications are stringent, they appear justified by the specialized nature of the service and do not seem tailored to a specific company.

Practicality65/100

Electronic submission and e-procurement are supported, and the contract start date is known. However, the lack of an explicit duration for the framework agreement in the basic information could pose a minor practical challenge for bidders in resource planning.

Exact duration of the framework agreement not explicitly stated in basic information.
Data Consistency90/100

All key fields are populated, and dates are logical and consistent. There are no indications of suspensions or disputes, contributing to high data integrity.

Sustainability50/100

The tender includes 'Green Procurement' as a characteristic, and the service itself (legal aid for human trafficking victims) is inherently social. However, explicit social criteria for the service provider beyond the service's purpose are not detailed, and there is no stated innovation focus or EU funding.

Lack of explicit social criteria for the service provider beyond the service's inherent social purpose.
No innovation focus mentioned.

Strengths

Clear and detailed description of the service and legal basis.
Transparent and objective evaluation criteria (lowest hourly rate).
Comprehensive AI-extracted requirements and supporting documents.
Electronic submission and e-procurement enabled.
Addresses a critical social need (legal aid for human trafficking victims).

Concerns

Exact duration of the framework agreement not explicitly stated in basic information.
Stringent team member qualifications might limit bidder pool, though justified by service nature.
Lack of explicit social criteria for the service provider beyond the service's inherent social purpose.
No innovation focus mentioned.

Recommendations

1. Clearly specify the full duration of the framework agreement in the main tender notice.
2. Consider adding explicit social criteria for the service provider where applicable.
3. Explore opportunities for innovation in service delivery or reporting.
