Tender Quality Score

This tender for the Prangli island water circulation system demonstrates a clear project objective and leverages EU innovation funding. While comprehensive in basic legal and financial aspects, it lacks detailed specifications on how 'Innovation Focus' will be evaluated and could benefit from more explicit sustainability criteria.

Score Breakdown

Legal Compliance100/100

The tender appears to be legally compliant, requiring adherence to mandatory exclusion grounds, sanctions compliance, and utilizing the ESPD format. These are standard practices in public procurement.

Clarity80/100

The project's objective and scope are clearly defined. Submission requirements, including proof of site visit and structured cost presentation, are explicit. However, the detailed technical requirements and qualification criteria are referenced but not fully elaborated in the provided summaries, potentially leading to some ambiguity.

Completeness100/100

Basic tender information, financial details, and a range of requirements (exclusion, eligibility, technical, financial, submission) are covered. However, the 'Innovation Focus' characteristic is not fully elaborated with specific evaluation criteria, and detailed technical specifications are not visible, which limits a full assessment of completeness.

Fairness80/100

The requirements, as extracted, do not show overt signs of being tailored to a specific company. The site visit requirement, while potentially challenging for some bidders, is justifiable given the unique island logistics. The broad range of households (2-100) suggests flexibility in solutions.

Practicality60/100

The project scope (design, build, permit) is practical for a single contractor. Electronic submission and the requirement for a site visit are practical measures to ensure realistic and well-informed bids, especially considering the island's specific conditions.

Data Consistency100/100

The tender description explicitly states EU funding, which contradicts the automated check's 'Not EU funded' flag. All other provided data points appear consistent.

The tender description states EU funding, contradicting the automated check's 'Not EU funded' flag.
Sustainability25/100

The project itself, focusing on wastewater collection, treatment, and reuse, is inherently sustainable. It is also funded by an EU innovation fund. However, the extracted requirements do not explicitly include additional green procurement or social criteria beyond the core project objective, representing a missed opportunity.

Strengths

Clear and well-defined project objective and scope for a critical infrastructure development.
Leveraging EU innovation funding, indicating a forward-looking approach to public sector innovation.
Electronic submission and use of ESPD streamline the procurement process for bidders.
Requirement for a site visit ensures bidders fully understand the unique geographical and logistical challenges of Prangli island.
Comprehensive coverage of mandatory exclusion grounds and sanctions compliance.

Concerns

Lack of detailed technical specifications and evaluation criteria for the stated 'Innovation Focus', potentially hindering truly innovative solutions.
The specific 'qualification requirements' are referenced but not detailed in the provided summary, making it difficult to assess their proportionality and potential impact on competition.
Absence of explicit additional green procurement or social criteria within the tender requirements, despite the project's inherent environmental benefits and EU funding.
The site visit requirement, while practical, could pose logistical challenges and costs for smaller or international bidders, potentially limiting competition.

Recommendations

1. Elaborate on the 'Innovation Focus' by providing clear technical specifications and evaluation criteria to guide bidders and ensure innovative solutions are properly assessed.
2. Ensure that detailed qualification requirements, when fully disclosed, are proportionate to the contract value and complexity to encourage broader participation.
3. Integrate explicit green procurement and social criteria into the tender documents to further align with broader EU sustainability goals and maximize societal benefits.
