Riigihanke esemeks on Sillamäe linna territooriumite ja heakorrastuse elementide igapäevane hooldus ja korrashoid, sh linna teede, tänavate, kõnniteede, parklate ja väljakute ning lastemänguväljakute ja treeningualade hooldamine ja korrashoid ja rannapromenaadi hooldamine ja puhastamine, hanketeates ning RHAD-s ja nende lisades esitatud ning hankelepingus kajastatud tingimustel.

  • Subcontractors must not be involved in criminal organizations or corruption.

ELIGIBILITY REQUIREMENTS

  • The bidder must confirm acquaintance with and acceptance of the tender conditions, fulfillment of qualification requirements, and readiness to perform the work (RHAD Form 3).
  • The bidder must agree to the terms of the draft contract.
  • Services must be provided as a complex service.
  • The bidder must be ready to provide comprehensive maintenance and cleaning services from July 2026 to February 2029.
  • For joint bids, a power of attorney and joint and several liability are required.
  • If the bidder relies on the technical and professional competence of a third party, the third party must give consent and participate in the performance of the contract.
  • If the bidder relies on the economic and financial standing of a third party, the third party must confirm their consent and joint and several liability.
  • If the bidder intends to use subcontractors, they must submit their data and confirm that the subcontractors are not subject to exclusion grounds from the procurement procedure.

TECHNICAL CAPABILITY REQUIREMENTS

  • The bidder must have a 24-hour guard and/or dispatch service for uninterrupted provision of winter maintenance and vital services.
  • The bidder must possess the necessary tools, machinery, and equipment for contract performance, meeting required standards and environmental conditions.
  • Services include maintenance and cleaning of Sillamäe city roads, streets, green areas, playgrounds, and the beach promenade.
  • Service provision must comply with applicable legal acts.
  • Mandatory use of a GPS tracking system.
  • Playground maintenance must comply with the TTJA guide "Safe Playground Guide for Managers and Owners".
  • Service provision must comply with the Sillamäe Beach Promenade usage and maintenance guide.
  • Service provision must take into account the Sillamäe Beach Promenade layout plan.
  • Service provision must take into account the Sillamäe beach light traffic road layout plans (Parts I and II).
  • Maintenance work must cover all Sillamäe city bus stops and bus pavilions according to the provided list and equipment.
  • Maintenance work must cover all Sillamäe playgrounds according to the provided locations and list of elements.
  • Maintenance work must cover all benches and waste bins located in Sillamäe city territories according to the provided list, description, and quantities.
  • Maintenance work must cover Sillamäe city pedestrian and bicycle paths according to the provided table (Table 2) and areas.
  • Maintenance work must cover Sillamäe city roadways and sidewalks according to the provided table (Table 1) and areas.
  • The bidder must familiarize themselves with the maps of areas to be maintained (winter and summer maintenance maps).
  • The bidder must provide data on involved specialists and responsible persons, including their position, name, and educational background, who will participate in the performance of the contract.

  • A mandatory bid security of 29,000 EUR must be submitted.
  • A letter of guarantee from a credit or financial institution or an insurer must be submitted as bid security.

  • Kopīgu piedāvājumu gadījumā ir nepieciešama pilnvara un solidāra atbildība.
  • Ja pretendents paļaujas uz trešās personas tehnisko un profesionālo kompetenci, trešajai personai jādod piekrišana un jāpiedalās līguma izpildē.
  • Ja pretendents paļaujas uz trešās personas ekonomisko un finansiālo stāvokli, trešajai personai jāapliecina sava piekrišana un solidāra atbildība.
  • Ja pretendents plāno izmantot apakšuzņēmējus, tam jāiesniedz to dati un jāapliecina, ka apakšuzņēmējiem nav iepirkuma procedūras izslēgšanas pamatu.
  • TEHNISKĀS SPĒJAS PRASĪBAS
  • Pretendentam jābūt diennakts apsardzes un/vai dispečerdienestam, lai nodrošinātu nepārtrauktu ziemas uzturēšanu un vitāli svarīgu pakalpojumu sniegšanu.
  • Pretendentam jābūt līguma izpildei nepieciešamiem instrumentiem, mašīnām un aprīkojumam, kas atbilst noteiktajiem standartiem un videi draudzīgiem nosacījumiem.
  • Pakalpojumi ietver Sillamē pilsētas ceļu, ielu, zaļo zonu, rotaļu laukumu un pludmales promenādes uzturēšanas un tīrīšanas darbus.
  • Pakalpojumu sniegšanā jāievēro piemērojamie tiesību akti.
  • Obligāta GPS izsekošanas sistēmas izmantošana.
