Tender Quality Score

This tender demonstrates strong clarity and legal compliance for a simplified procedure, with well-defined requirements and evaluation criteria. However, concerns arise regarding the very tight site visit registration deadline impacting fairness, and an ambiguity in the estimated value classification. The absence of AI summaries for key technical and contractual documents also limits a full assessment of completeness.

Score Breakdown

Legal Compliance85/100

The tender appears to comply with national procurement regulations for a simplified procedure. The procedure type is clearly defined, CPV codes are appropriate, and deadlines are reasonable (14 days for submission). Mandatory exclusion grounds and eligibility requirements are specified, indicating adherence to legal frameworks. No disputes or suspensions are reported.

Clarity90/100

The tender description is clear and unambiguous, detailing the scope of work. Requirements for eligibility, technical capability, financial aspects, and submission are well-documented and understandable, with specific forms provided. Evaluation criteria (100% lowest price) are explicitly stated, and performance conditions are clearly referenced to the contract documents.

Completeness65/100

Basic information, financial details, timeline, classification, and location are all provided. Requirements and evaluation criteria are defined. However, the AI summaries for "Tehniline ülesanne koos lisadega" (.zip) and "Töövõtulepingu vorm koos lisadega" (.zip) are missing. These are critical documents containing technical specifications and contract terms, and their content not being available for analysis prevents a full assessment of the tender's completeness.

AI summaries for critical .zip documents (technical task and contract form) are missing, preventing full content analysis.
Fairness60/100

The tender provides full document access (implied), discloses the estimated value, and uses objective evaluation criteria (lowest price). E-procurement is enabled, and technical requirements appear generic. A significant concern for fairness is the extremely tight deadline for site visit registration (less than 24 hours from tender reveal), which could disadvantage potential bidders who do not discover the tender immediately.

Site visit registration deadline is less than 24 hours from tender reveal, potentially disadvantaging bidders.
Practicality80/100

Electronic submission is supported, enhancing practicality. The contract duration is clearly specified. Financing information is referenced within the tender documents. While a specific document URL is not explicitly stated, it is inherent in an e-procurement system. The contract start date is not fixed but tied to the signing, which is a common practice.

Data Consistency70/100

Most key fields are populated, and there are no reported suspensions or disputes. Dates are chronologically logical. The primary inconsistency is the conflicting information regarding the estimated value: "Estimated Value: 50,000.00 EUR" is stated, but "Value Classified: Yes" is also indicated, creating ambiguity that should be clarified.

Conflicting information regarding estimated value ('Estimated Value: 50,000.00 EUR' vs. 'Value Classified: Yes').
Sustainability30/100

The tender explicitly lacks any focus on green procurement, social aspects, or innovation, as indicated by the automated check results. It is also not EU funded, which often correlates with higher sustainability standards.

No green procurement criteria.
No social criteria.

Strengths

Clear and detailed description of the scope of work.
Well-defined eligibility, technical, and financial requirements with specific forms.
Transparent evaluation criteria (100% lowest price).
Electronic submission and e-procurement enabled.
Reasonable submission deadline (14 days).

Concerns

Extremely tight deadline for site visit registration (less than 24 hours from reveal).
Ambiguity regarding estimated value classification ('Estimated Value: 50,000.00 EUR' vs. 'Value Classified: Yes').
Lack of AI summaries for critical technical and contract documents (.zip files).
Absence of sustainability (green, social, innovation) criteria.

Recommendations

1. Extend the registration deadline for optional site visits to allow sufficient time for all potential bidders.
2. Clarify the 'Value Classified' status in relation to the stated 'Estimated Value' to avoid ambiguity.
3. Ensure all critical tender documents are provided in a format that allows for full content analysis, or provide comprehensive summaries.
