Excellent

Tender Quality Score

This tender for tool and equipment rental services is well-structured and highly transparent, particularly in its fairness and clarity, though it lacks explicit sustainability considerations and has minor data inconsistencies.

Score Breakdown

Legal Compliance85/100

The tender demonstrates good legal compliance, adhering to national procurement acts (RHS) and international trade agreements (WTO/GPA). Deadlines are reasonable, and mandatory disclosures are met. The CPV code, however, is quite broad for the scope of services.

Broad CPV code (13847 'Tööriistad' for tools, machines, and equipment rental).
Clarity90/100

The tender is exceptionally clear. The description, requirements (exclusion, eligibility, technical, financial, submission), and evaluation criteria are well-defined. The inclusion of an 'or equivalent' clause for standards significantly enhances clarity and competition.

Completeness80/100

All essential information, including title, reference, organization, estimated value, duration (24 months), and location, is provided. Requirements and evaluation criteria are fully defined across the 12 attached documents.

The 'Required: No' label for several critical tender documents (e.g., technical specifications, draft framework agreements, evaluation criteria) could be misleading, although the content is present and referenced.
Fairness95/100

This tender exhibits excellent fairness. Full document access, disclosed value, reasonable preparation time, objective price-based evaluation, and e-procurement ensure equal access. The 'or equivalent' clause and the intention to conclude framework agreements with up to four companies prevent tailoring and promote broad participation.

Practicality80/100

The tender is practical, supporting electronic submission and clearly specifying financing conditions and contract duration. While a direct document URL isn't explicitly provided in the summary, e-procurement implies accessibility. The contract start date is typically determined post-award.

No explicit document URL provided in the summary (though implied by e-procurement).
Data Consistency75/100

Most key fields are populated, and dates are logical. However, there are minor inconsistencies, such as the general 'relative_weighting' characteristic conflicting with the explicit 'sole evaluation criterion is the offer price' in the evaluation document, and the broad CPV code not fully aligning with the detailed service description.

Inconsistency between 'relative_weighting' characteristic and 'sole offer price' evaluation criterion.
Broad CPV code not fully consistent with detailed service description.
Sustainability20/100

The tender does not explicitly incorporate green procurement, social aspects beyond basic ethical and occupational health/safety compliance, or innovation focus. It is not indicated as EU-funded.

Lack of explicit green, social, or innovation criteria.

Strengths

Clear and comprehensive requirements
Excellent fairness with 'or equivalent' clause
Electronic submission and e-procurement
Detailed framework agreement structure
Objective evaluation criteria (lowest price)

Concerns

Broad CPV code
Minor inconsistencies in metadata
Lack of explicit sustainability criteria
Potentially misleading 'Required: No' label for critical documents

Recommendations

1. Consider using more specific CPV codes to accurately reflect the scope of services.
2. Clarify the 'Required' status for tender documents to avoid ambiguity for bidders.
3. Integrate explicit sustainability, social, or innovation criteria where applicable to enhance tender quality.
