Tender Quality Score

This tender for healthcare decision support software is well-structured and clear, demonstrating strong legal compliance and practicality, though it could improve on explicit sustainability criteria beyond innovation and resolve minor data inconsistencies.

Score Breakdown

Legal Compliance85/100

The tender demonstrates strong legal compliance with reasonable submission deadlines (29 days), clear procedure codes (Type T, Procedure A with negotiation allowed), appropriate CPV classification, and no detected disputes. The use of ESPD and a DPA template (GDPR compliance) further reinforces adherence to regulations.

Clarity90/100

The tender's description is clear and unambiguous. Requirements are well-documented, categorized, and refer to specific supporting documents. Evaluation criteria are explicitly defined with relative weighting (60% price, 40% additional functionalities), ensuring transparency for bidders.

Completeness85/100

All essential basic information, financial details, timeline, and duration are comprehensively provided. A robust set of 12 tender documents, including technical specifications, contract drafts, and submission forms, ensures thoroughness. The only minor omission is a specific NUTS code, though 'Kus tahes' (Anywhere) is provided for location.

Missing NUTS code
Fairness75/100

Full document access, reasonable deadlines, and objective evaluation criteria contribute to fairness. Electronic submission is enabled for equal access. However, the contradiction between 'Estimated Value: 3,850,000.00 EUR' and 'Value Classified: Yes' creates a minor transparency issue. The decision not to divide the tender into parts, while justified for a single full-service provider, could limit competition.

Contradiction in 'Value Classified' field
Potential for limited competition due to 'single full-service provider' approach
Practicality90/100

The tender is highly practical, supporting electronic submission and e-procurement. The contract start date and duration are clearly specified, and the estimated value is disclosed. The provision of the e-procurement portal URL for opening further enhances accessibility.

Data Consistency80/100

Most key fields are populated, and dates are logical and consistent. There are no detected suspensions or disputes. The primary inconsistency lies in the 'Value Classified: Yes' flag appearing alongside a clearly stated 'Estimated Value', which is contradictory.

Contradiction between 'Value Classified: Yes' and disclosed 'Estimated Value'
Sustainability60/100

The tender demonstrates a focus on innovation by including 'AI possibilities' as an evaluation criterion. However, it lacks explicit criteria for green procurement or social aspects, and it is not indicated as EU-funded, which often correlates with higher sustainability standards.

Absence of explicit green procurement criteria
Absence of explicit social criteria

Strengths

Clear and comprehensive requirements
Well-defined evaluation criteria with relative weighting
Robust electronic submission and e-procurement process
Reasonable submission deadline (29 days)
Strong focus on innovation (AI possibilities as evaluation criterion)

Concerns

Contradiction regarding value classification ('Value Classified: Yes' vs. disclosed 'Estimated Value')
Absence of explicit green and social procurement criteria
Potential for limited competition due to 'single full-service provider' approach (though justified)
Missing NUTS code

Recommendations

1. Clarify the 'Value Classified' field to ensure full transparency regarding the estimated value.
2. Consider integrating explicit green and social procurement criteria to enhance the tender's overall sustainability profile.
3. Ensure qualification criteria (e.g., net turnover, previous contracts) are proportionate to maximize competition, even with a single-provider approach.
