Original Tender Description

The contracting authority wishes to procure the development and implementation of spatial planning workshops for state and local government officials, approximately during the period 2026-2027. The Cohesion Policy Funds Implementation Plan for 2021-2027 states that low local development sustainability hinders the successful implementation of support measures, reforms, and policies. The workshops are primarily aimed at enhancing the spatial competence of the state and local government as a smart procurer, collaborator, and coordinator, as well as a designer and implementer of spatial policy. The learning program is also aimed at enhancing the spatial competence of local government as a smart planner, director, and organizer of the design and construction process.

Score Breakdown

Legal Compliance75/100

The tender adheres to standard procurement procedures, including a clear CPV code and a reasonable timeline. The use of a simplified procurement procedure is noted. No major legal compliance issues were detected.

Clarity80/100

The description of the workshops and their objectives is clear. The evaluation criteria are well-defined with specific weightings. Requirements for project team composition are also clearly outlined.

Completeness70/100

Most essential information is present, including estimated value, duration, and contract start date. However, the technical specification document is marked as 'No' for required, which could lead to ambiguity. The ESPD document is in an unsupported format for analysis.

Potentially cumbersome bid cost breakdown form completion.
Data Consistency90/100

Key fields such as title, reference, organization, and dates are populated logically. There are no indications of suspension or disputes. The timeline is consistent.

Sustainability50/100

The tender mentions 'Green Procurement' and 'Social Criteria' as characteristics, but these are not elaborated upon in the description or requirements, limiting their impact. EU funding is indicated.

Lack of detailed sustainability objectives or requirements.

Well-defined evaluation criteria with weightings.
Mandatory e-submission and e-procurement.
