Original Tender Description

The Council is looking to develop a Pseudo Dynamic Purchasing System (Pseudo DPS) for the delivery of high quality placement arrangements for young people leaving care and vulnerable young people. We are seeking to ensure these young people can be placed with established, experienced providers in the local area and, therefore, are looking to commission provision in the Wakefield, Leeds, Barnsley and Kirklees Local Authority areas. Applicants who meet and pass the Application criteria will be admitted to the Pseudo DPS. Please note that this is not a competitive process and there is no limit to the number of Applicants who can be appointed. Please note, Applicants who are successfully admitted on to the PDPS are not guaranteed to be awarded any financial provision for the duration of this arrangement. The DPS will be for an initial period of 5 years with the option to extend for a further 5 years.

Tender Quality Score

This tender for a Pseudo Dynamic Purchasing System aims to secure accommodation and support for vulnerable young people but is critically incomplete due to the complete absence of tender documents and specific criteria, rendering it unworkable for potential applicants.

Score Breakdown

Legal Compliance100/100

Legal compliance is severely compromised by the complete absence of tender documents and the failure to specify mandatory exclusion grounds, which are fundamental requirements in public procurement. The vagueness of eligibility criteria also poses risks to fair and transparent application of rules.

No tender documents provided.
Absence of specific mandatory exclusion grounds.
Clarity40/100

While the overall purpose, target group, and geographical scope are clear, the tender critically lacks clarity regarding specific application criteria, what constitutes 'high-quality' or 'experienced,' and how applications will be assessed.

Lack of specific application criteria.
Vague definitions for 'high-quality,' 'established,' and 'experienced' providers.
Completeness83/100

The tender is critically incomplete due to the total absence of any attached documents. This means essential information such as detailed requirements, terms and conditions, and application forms are missing, rendering the tender unpublishable in its current state.

No tender documents attached.
Missing detailed application criteria and forms.
Fairness80/100

The DPS model, being non-competitive with no limit on admissions, promotes market access. However, the extreme vagueness of eligibility and technical requirements, coupled with the absence of documents, creates a significant risk of subjective assessment, potentially undermining fairness and equal treatment among applicants.

Vague eligibility and technical requirements could lead to subjective assessment.
Absence of clear criteria may disadvantage new or smaller providers.
Practicality40/100

The tender is impractical for potential applicants as there are no documents to review or complete, making it impossible to submit a compliant application. For the Council, assessing vague requirements without defined criteria will be challenging and prone to disputes.

Impossible for applicants to prepare and submit an application without documents.
Council's assessment process will be challenging due to vague criteria.
Data Consistency100/100

The limited information provided is internally consistent regarding the DPS nature and duration. However, the severe lack of detailed data prevents a comprehensive assessment of consistency across all procurement aspects.

Sustainability0/100

The tender does not explicitly mention any social, environmental, or innovation criteria. Given the nature of welfare services for vulnerable young people, the absence of explicit social value criteria is a notable omission.

Absence of explicit social value criteria.
No mention of environmental or innovation considerations.

Strengths

Clear purpose and target group for the service.
Utilizes a Dynamic Purchasing System (DPS) for continuous market access.
Clearly defined geographical scope for service delivery.
Open procedure with no limit on admitted applicants promotes broad market participation.
Significant estimated value demonstrates commitment to the service.

Concerns

Recommendations

1. Immediately publish all essential tender documents, including full application criteria, terms and conditions, and assessment methodology.
