Tender Quality Score

This tender for translation and subtitling services is well-structured and clear, demonstrating good compliance with national small procurement regulations. While strong in clarity and completeness, it could benefit from more specific details regarding its stated 'Green Procurement' characteristic and the framework agreement's duration.

Score Breakdown

Legal Compliance85/100

The tender clearly defines the procedure type (Small Procurement) and assigns an appropriate CPV code. It references national Public Procurement Act for exclusion grounds, indicating compliance. The 14-day submission period is reasonable for a small procurement. The only minor omission is the NUTS code.

NUTS code is missing
Clarity90/100

The tender description is unambiguous, and requirements are well-documented and understandable, supported by comprehensive AI-extracted details. Evaluation criteria are clearly specified with relative weighting, and performance conditions are stated.

Completeness90/100

All basic information, financial details, and timeline elements are provided. Seven relevant documents are attached, covering all necessary aspects from technical specifications to draft contracts and data processing agreements. Requirements and evaluation criteria are thoroughly defined.

NUTS code is missing
Fairness85/100

The tender discloses the estimated value and supports e-procurement for equal access. Evaluation criteria are objective (cost) and relevant (social sector experience), not appearing tailored to a specific company. The deadlines are reasonable for preparation.

Practicality75/100

Electronic submission is supported, and a contract start date is provided (though estimated). While financing information is available via the estimated value, the exact duration of the framework agreement is not explicitly stated in the main information or document summaries.

Exact duration of the framework agreement is not immediately clear from the provided summary
Data Consistency90/100

Key fields are mostly populated, and there are no detected suspensions or disputes. Dates are logical and consistent, and the estimated value aligns with the small procurement procedure type.

NUTS code is missing
Sustainability50/100

While 'Green Procurement' is listed as a characteristic, no specific green criteria are detailed in the requirements. There are no explicit social or innovation criteria for the tenderer, and the tender is not specified as EU funded. The service itself has an inherent social aspect, but the tender does not drive additional sustainability efforts.

Lack of specific 'Green Procurement' criteria
No explicit social criteria for the tenderer

Strengths

Clear and comprehensive documentation, including technical specifications and draft contracts.
Transparent evaluation criteria with clear weighting (cost and experience).
Support for electronic submission and e-procurement, promoting accessibility.
Detailed requirements for confidentiality and data processing (GDPR compliance).
Reasonable deadlines and clear procedure type for a small procurement.

Concerns

Lack of specific details regarding 'Green Procurement' criteria, despite being listed.
Absence of explicit social or innovation criteria for the tenderer.
Missing NUTS code in the classification.
The exact duration of the framework agreement is not immediately clear from the provided summary.

Recommendations

1. Specify concrete 'green' criteria or requirements if 'Green Procurement' is a characteristic.
2. Consider incorporating explicit social responsibility or innovation criteria where relevant.
3. Ensure all standard classification fields, such as NUTS code, are populated.
