Good

Tender Quality Score

This tender for design services is generally well-structured and transparent, particularly regarding evaluation criteria and document access, though some minor ambiguities exist in procedure classification and sustainability integration.

Score Breakdown

Legal Compliance75/100

The tender demonstrates good legal compliance with reasonable deadlines, appropriate CPV codes, and no detected disputes. The use of ESPD and mention of EU sanctions compliance align with EU/national regulations. A minor ambiguity exists in the 'Type' and 'Procedure' codes being 'N/A' and the 'Negotiation Allowed' characteristic conflicting with 'lowest price' as the sole evaluation criterion, typically associated with open procedures.

Procedure type and code are listed as 'N/A', creating minor ambiguity.
The 'Negotiation Allowed' characteristic seems inconsistent with 'lowest price' being the sole evaluation criterion, which is typical for open procedures without negotiation.
Clarity80/100

The tender's description is clear and concise, outlining the project scope effectively. Requirements are well-categorized and understandable, supported by specific documents like 'Instructions to bidder' and 'Scope of Service'. Evaluation criteria are explicitly stated as 'lowest price', ensuring transparency.

Completeness70/100

Most essential information, including title, reference, organization, value, deadlines, and duration, is provided. Requirements and evaluation criteria are comprehensively defined across various documents. However, the content of some attached documents could not be analyzed, and the 'Type' and 'Procedure' codes are missing.

Some attached documents (.asice, .dwg) were not analyzable, limiting full content verification.
Specific codes for 'Type' and 'Procedure' are listed as 'N/A'.
Fairness85/100

Fairness is strong, with full document access implied by the list of attachments and e-procurement. The estimated value is disclosed, and deadlines are reasonable. Evaluation criteria are objective and transparent, based solely on the lowest price. Requirements appear generic and not tailored to any specific company.

Practicality65/100

The tender supports electronic submission and e-procurement, enhancing practicality. Financing information is clearly referenced to the contract terms. While the contract duration is specified, an explicit contract start date is not provided, which is a minor practical detail.

An explicit contract start date is not provided.
Data Consistency90/100

Data consistency is high, with key fields populated and logical dates. There are no detected suspensions or disputes. The minor 'N/A' codes for procedure type are the only slight inconsistency.

Minor inconsistency with 'N/A' codes for tender type and procedure.
Sustainability50/100

While the project itself involves environmental aspects (sediment removal, dam construction, environmental impact assessment), the procurement criteria for the design services do not explicitly include green, social, or innovation aspects. The tender is EU funded, which often implies higher standards, but these are not reflected in specific sustainability criteria for bidders.

No explicit green procurement criteria for the design services.
No explicit social criteria included.

Strengths

Clear and objective evaluation criteria (lowest price).
Comprehensive set of tender documents and well-structured requirements.
Electronic submission and e-procurement enabled.
Value disclosed and reasonable submission deadline.
EU Funded, implying adherence to higher standards.

Concerns

Ambiguity in tender procedure type/code and 'Negotiation Allowed' characteristic.
Lack of explicit green, social, or innovation criteria for the design services.
Content of some attached documents (.asice, .dwg) not analyzable.
Absence of an explicit contract start date.

Recommendations

1. Clarify the exact procurement procedure type and code, ensuring consistency with evaluation criteria.
2. Integrate specific sustainability criteria (green, social, innovation) into the tender requirements for design services, especially given the EU funding and environmental nature of the project.
3. Ensure all critical documents are provided in universally accessible and analyzable formats.
