Tender Quality Score

Overall, this tender is well-structured and comprehensive, providing clear requirements and transparent evaluation criteria. Key concerns relate to the presence of restricted access information and the limited focus on social and innovation aspects.

Score Breakdown

Legal Compliance85/100

The tender demonstrates strong compliance with EU and national procurement regulations, featuring reasonable deadlines, proper CPV codes, and no detected disputes. The use of ESPD and eRHR supports this. The mention of restricted access information, while explained, introduces a minor potential for perceived barriers.

Restricted access information, though justified, could potentially create perceived barriers if not managed with utmost transparency.
Clarity90/100

The tender's description is clear, and the AI-extracted requirements are detailed and well-documented across all categories. Evaluation criteria are explicitly stated (95% price, 5% work organization plan), ensuring transparency for bidders.

Completeness95/100

All essential information, including title, reference, organization, financial details, timeline, classification, and location, is comprehensively provided. The tender includes a robust set of 14 documents, ensuring bidders have all necessary information.

Fairness80/100

Fairness is generally high, with objective evaluation criteria, e-procurement enablement, and an 'or equivalent' clause for standards. The reasonable submission deadline also supports fair competition. However, the presence of restricted access information, even if justified, could slightly impact full and equal access.

The existence of 'restricted access information' requires careful management to ensure it does not inadvertently create barriers to equal access for all potential bidders.
Practicality75/100

The tender supports electronic submission via eRHR and provides a URL for the opening place. The contract duration is clearly specified. While a precise contract start date is not given, this is common, and the overall practicality is good.

Specific contract start date is not explicitly stated.
Detailed financing information beyond the estimated value is not provided.
Data Consistency90/100

Key fields are consistently populated, and there are no detected suspensions or disputes. Dates are logical and consistent. A minor semantic inconsistency exists where 'Value Classified: Yes' is stated despite the estimated value being fully disclosed.

Minor semantic inconsistency: 'Value Classified: Yes' is stated, but the estimated value is fully disclosed.
Sustainability50/100

The tender explicitly includes 'Green Procurement' characteristics, which is positive. However, it lacks specific social criteria and an innovation focus, as highlighted by automated checks, limiting its overall sustainability scope.

Absence of explicit social criteria.
Lack of specific focus on innovation.

Strengths

Comprehensive documentation and clear, detailed requirements.
High transparency in evaluation criteria (95% price, 5% work organization plan).
Electronic submission and e-procurement enabled for equal access.
Explicitly includes Green Procurement characteristics.
Reasonable submission deadline for a complex, high-value project.

Concerns

The presence of 'restricted access information' could potentially create perceived barriers to full transparency and equal access.
Lack of explicit social criteria in the tender documentation.
No specific focus or incentives for innovation.
Minor data inconsistency regarding 'Value Classified: Yes' despite the value being disclosed.
The tender is not divided into parts, which, while justified, might limit participation for smaller entities.

Recommendations

1. Ensure the process for accessing restricted information is as transparent and least burdensome as possible to maintain equal access for all potential bidders.
2. Consider integrating specific social clauses or requirements in future tenders of this scale to promote broader sustainability goals.
3. Explore opportunities to encourage innovation, even if through minor evaluation criteria or suggested solutions.
