Original Tender Description

The Planning Policy team at Nuneaton and Bedworth Borough Council is responsible for guiding development, through plan-making, for Nuneaton and Bedworth Borough. The Borough’s Development Plan currently comprises of the newly adopted Borough Plan Review (2021-2039), which was adopted on 10th December 2025, a Gypsy and Traveller Site Allocations Development Plan Document, the Warwickshire Minerals Local Plan (2018-2032) and the Warwickshire Waste Core Strategy Adopted Local Plan (2013-2028). This contract is for a Strategic Flood Risk Assessment (SFRA) – Level 1. The National Planning Policy Framework (NPPF) (December 2024) requires Local Planning Authorities to produce a SFRA to inform strategic policies, in their Local Plans. In accordance with the NPPF (December 2024) and transitional arrangements within paragraphs 234-237, Nuneaton and Bedworth Borough Council is required to commence an immediate further review now the Borough Plan Review (2021-2039) has been adopted. This further review, in the form of a new Local Plan, will need to address the shortfall between the Borough Plan Review housing requirement of 545 dwellings per annum and the government’s new standard method requirement of 756 dwellings per annum. The SFRA – Level 1 will be a vital piece of evidence to enable the selection of the most appropriate locations for growth in the next Local Plan.

Tender Quality Score

This tender for a Strategic Flood Risk Assessment has a clear project scope but suffers from significant deficiencies in documentation, transparency, and critical missing information, making it challenging for bidders to prepare comprehensive proposals.

Score Breakdown

Legal Compliance65/100

The tender defines the procedure type and CPV code correctly, and there are no disputes. However, the absence of a reveal date, explicit mandatory exclusion grounds, eligibility, financial requirements, and crucially, evaluation criteria, represents significant legal compliance weaknesses, even for a below-threshold procedure.

Missing tender reveal date
No explicit mandatory exclusion grounds specified
Clarity55/100

The project description and technical requirements for the SFRA are clear and well-articulated. However, the complete absence of evaluation criteria, eligibility, financial, and mandatory exclusion requirements creates substantial ambiguity for potential bidders regarding the full scope and assessment process.

No evaluation criteria specified
Absence of explicit eligibility, financial, and mandatory exclusion requirements
Completeness50/100

Basic information such as title, organization, reference, value, duration, and location are provided. Nevertheless, the tender is significantly incomplete due to the lack of explicit eligibility, financial, mandatory exclusion, and evaluation criteria. Furthermore, issues with document access (3 out of 5 failed downloads) indicate that the full tender package is not readily available.

Missing explicit eligibility, financial, and mandatory exclusion criteria
Missing evaluation criteria
Fairness40/100

While the estimated value is disclosed and technical requirements appear generic, the absence of evaluation criteria is a critical fairness flaw, as bidders cannot understand the basis of assessment. The lack of full document access and the absence of e-submission further detract from the transparency and equal access for all potential suppliers.

No evaluation criteria specified, impacting transparency
Lack of full document access (multiple failed downloads)
Practicality60/100

The contract start date and duration are clearly specified, providing certainty for planning. However, the lack of electronic submission capabilities and the reported issues with document downloads present practical hurdles for interested parties, potentially increasing administrative burden and reducing participation.

No electronic submission (e-submission) supported
Issues with document accessibility (failed downloads)
Data Consistency75/100

Most critical data fields are populated and consistent, including logical dates and no reported disputes. Minor gaps exist with the 'Liable Person' field being empty and missing 'Code' for Type and Procedure, as well as the absence of a tender reveal date, but these do not severely compromise overall data integrity.

Empty 'Liable Person' field
Missing 'Code' for Type and Procedure
Sustainability20/100

The tender does not explicitly incorporate any green procurement, social, or innovation criteria. This indicates a missed opportunity to leverage public procurement for broader sustainability objectives.

No green procurement criteria
No social criteria

Strengths

Clear and detailed project description for the SFRA
Specific and relevant technical capability requirements
Estimated value, contract duration, and start date are clearly defined
Appropriate CPV code assigned
No indication of requirements being tailored to a specific company

Concerns

Critical absence of evaluation criteria
Missing explicit eligibility, financial, and mandatory exclusion requirements
Significant issues with document accessibility (failed downloads)
Lack of electronic submission support
No integration of sustainability, social, or innovation aspects

Recommendations

1. Immediately publish comprehensive evaluation criteria, eligibility, financial, and mandatory exclusion requirements to ensure transparency and fairness.
2. Ensure all tender documents are fully accessible and functional for download to facilitate complete bidder understanding.
3. Implement electronic submission capabilities to streamline the bidding process and enhance accessibility for all potential suppliers.
