Tender Quality Score

This tender is generally well-structured with clear requirements and transparent evaluation criteria, but it exhibits notable inconsistencies regarding the procedure type and potential regional document errors. Its strengths lie in transparency and accessibility, though sustainability aspects are minimal.

Score Breakdown

Legal Compliance75/100

The tender defines the procedure as 'A' (Open Procedure) but also lists 'Negotiation Allowed' as a characteristic. This is a significant inconsistency, as open procedures typically do not permit negotiation, raising concerns about legal compliance and proper procedure classification. Deadlines are reasonable, CPV codes are appropriate, and no disputes are noted.

Inconsistency between 'Open Procedure' and 'Negotiation Allowed' characteristic.
Clarity80/100

The description is clear and detailed, and AI-extracted requirements are comprehensive. Evaluation criteria are explicitly stated as 'lowest total cost receives maximum score' in Document 2, contradicting the automated check. Performance conditions are referenced to the draft framework agreement. Minor clarity issues arise from the indicative contract start date and potential regional document summaries.

Indicative contract start date.
Potential inconsistency in framework agreement summaries (all parts described as 'Northern region' despite tender mentioning four regions).
Completeness70/100

Most essential information, including title, reference, organization, value, deadlines, and duration, is provided. Requirements and evaluation criteria are defined. Location information is present through regional names and a map scheme, though a NUTS code is missing. The AI summary for framework agreements (all parts for 'Northern region') suggests a potential gap in fully detailed regional documentation.

Missing NUTS code.
Potential lack of distinct regional details in all framework agreement summaries (all parts described as 'Northern region').
Fairness85/100

The tender demonstrates high fairness with a disclosed value, reasonable preparation deadlines, objective 'lowest price' evaluation criteria, and support for e-procurement. The division into parts (regions) enhances competition and allows broader participation. Requirements appear generic and not tailored to a specific company.

Practicality65/100

Electronic submission is supported, which is a key practical advantage. However, the contract start date is only indicative, and a direct document URL is not explicitly provided (though implied by e-procurement). Financing information and duration are clearly specified.

Contract start date is indicative, not fixed.
Direct document URL not explicitly provided (though e-procurement implies access).
Data Consistency60/100

Key fields are mostly populated, and dates are logical. However, there is a significant inconsistency between the stated 'Open Procedure' and the 'Negotiation Allowed' characteristic. Furthermore, the AI summaries for all four draft framework agreements stating 'Northern region' contradict the tender's description of four distinct regions, indicating a potential data error in the documents or their processing.

Inconsistency between 'Open Procedure' and 'Negotiation Allowed' characteristic.
AI summaries for all four framework agreement parts incorrectly state 'Northern region', contradicting the tender's regional breakdown.
Sustainability50/100

The tender includes a social aspect by requiring GDPR compliance. However, there is no explicit mention of green procurement criteria or innovation focus, and it is not EU funded. This is typical for maintenance tenders but indicates limited integration of broader sustainability goals.

No explicit green procurement criteria.
No explicit innovation focus.

Strengths

Clear and detailed description of the scope of work.
Transparent and objective 'lowest price' evaluation criteria.
Support for electronic submission and e-procurement, enhancing accessibility.
Division of the procurement into four regions, promoting broader participation.
Reasonable submission deadline (39 days).

Concerns

Inconsistency between 'Open Procedure' and 'Negotiation Allowed' characteristic.
Potential errors in framework agreement summaries, all stating 'Northern region' despite four distinct regions.
Indicative contract start date, lacking a fixed commencement.
Absence of explicit green procurement or innovation criteria.
Missing NUTS code.

Recommendations

1. Clarify the exact procurement procedure type and reconcile the 'Open Procedure' with 'Negotiation Allowed' characteristic to ensure legal compliance.
2. Verify and correct the regional descriptions within the framework agreement documents to accurately reflect the four distinct maintenance regions.
3. Consider integrating specific green procurement criteria or innovation incentives to enhance the tender's sustainability profile.
