Tender Quality Score

This tender for legal services is significantly hampered by critical missing information and inaccessible documents, leading to concerns about legal compliance, clarity, and fairness. While basic information is present, the absence of evaluation criteria and specific requirements creates substantial risks for both the contracting authority and potential bidders.

Score Breakdown

The tender lacks mandatory exclusion grounds and explicit financial requirements for bidders, which are fundamental for legal compliance. The procedure type codes are missing, and there's a currency inconsistency between the estimated value and the description.

Missing mandatory exclusion grounds
Missing financial requirements for bidders
Clarity40/100

A major concern is the complete absence of specified evaluation criteria, making it impossible for bidders to understand how their proposals will be judged. Eligibility and technical requirements are vague and subjective, lacking measurable specifics.

No evaluation criteria specified
Vague technical capability requirements
Completeness35/100

The tender is critically incomplete due to the failure to download the 'Tender Notice' document. Furthermore, essential information such as evaluation criteria, mandatory exclusion grounds, and financial requirements for bidders are missing.

Critical 'Tender Notice' document download failed
Missing evaluation criteria
Fairness30/100

Fairness is severely compromised by the inaccessible 'Tender Notice' document and the complete lack of evaluation criteria, which prevents transparent and objective assessment. The absence of e-submission also limits equal access for potential bidders.

Critical 'Tender Notice' document download failed (hinders access)
No evaluation criteria specified (lack of transparency)
