Tender Quality Score

This tender for electrical supply works is generally well-structured with clear requirements and transparent evaluation, but exhibits some ambiguity in procedure definition and lacks explicit sustainability criteria. The mandatory site visit dates were reasonable from the tender's reveal date.

Score Breakdown

Legal Compliance75/100

The tender generally adheres to standard procurement practices with reasonable timelines and appropriate CPV codes. However, the procedure type (MS, E, N/A codes) is not clearly defined, and the combination of 'Negotiation Allowed' with 'lowest price wins' as the sole evaluation criterion creates a slight ambiguity regarding the exact procedural framework. The lack of explicit detail on mandatory exclusion grounds in the provided summaries is a minor omission.

Ambiguous procedure type (MS, E, N/A codes)
Potential contradiction between 'Negotiation Allowed' and 'lowest price wins' as sole evaluation criterion
Clarity80/100

The tender provides a clear description of the works, well-documented requirements, and unambiguous evaluation criteria (lowest price). Performance conditions, including the completion deadline, are clearly stated. The AI-extracted requirements are comprehensive and easy to understand.

Completeness70/100

The tender is largely complete, providing all essential basic information, detailed requirements, and evaluation criteria. Location details are specific. The main gap is the lack of an explicit contract duration, although a project completion deadline is provided. The content of two image files is not summarized, but their titles suggest they are supplementary.

Missing explicit contract duration
Fairness85/100

The tender demonstrates good fairness with full document access, disclosed value, and objective evaluation criteria. Electronic submission is supported. The requirements, including reference projects and technical capabilities, are standard for this type of specialized work and do not appear to be tailored to a specific company. The mandatory site visit dates, when considered from the tender's reveal date, provided reasonable notice.

Practicality65/100

Electronic submission and e-procurement are supported, enhancing practicality. Financing information (EU Funded) is provided. However, the lack of a clear contract start date and explicit contract duration reduces practicality for bidders in planning and resource allocation. The document URL is not explicitly provided but assumed to be part of the e-procurement system.

Missing contract start date
Missing explicit contract duration
Data Consistency90/100

The data is largely consistent, with logical dates and no detected disputes or suspensions. Minor inconsistencies include the 'N/A' codes for procedure type and the slight contradiction between 'Value Classified: Yes' and the explicit disclosure of the estimated value.

N/A codes for procedure type
Contradiction: 'Value Classified: Yes' but value is disclosed
Sustainability50/100

The tender is flagged as 'EU Funded,' which typically implies higher standards. However, it explicitly lacks any stated green procurement, social, or innovation criteria, indicating a missed opportunity to integrate sustainability aspects into the project.

No explicit green procurement criteria
No explicit social criteria

Strengths

Clear and detailed scope of work and technical requirements
Transparent and objective evaluation criteria (lowest price)
Reasonable timelines for bid preparation and mandatory site visits (from reveal date)
Support for electronic submission and e-procurement
EU Funded, implying adherence to broader standards

Concerns

Ambiguity in the defined procedure type and its compatibility with 'Negotiation Allowed' and 'lowest price wins'
Lack of explicit contract duration, only a project completion deadline
Absence of explicit green, social, or innovation criteria, despite being EU funded
Minor data inconsistencies (e.g., 'Value Classified: Yes' despite value being disclosed)
Mandatory exclusion grounds are mentioned as a category but not detailed in the provided summaries

Recommendations

1. Clearly define the procurement procedure type and reconcile 'Negotiation Allowed' with the 'lowest price wins' evaluation criterion.
2. Specify the exact contract duration in addition to the project completion deadline for better planning.
3. Integrate explicit sustainability criteria (environmental, social, innovation) into future tenders, especially when EU funded.
