Tender Quality Score

This tender for online learning design and development is generally well-structured with clear objectives and a defined scope. However, it lacks specific evaluation criteria and details on sustainability aspects.

Score Breakdown

Legal Compliance75/100

The tender follows an open procedure and specifies a CPV code. Deadlines are provided, and the procedure is stated as 'Light Touch Contract' under the Procurement Act 2023. The reservation of rights for direct award in future procurements is noted. The absence of explicit mention of disputes or regulatory compliance issues in the provided data is positive.

Clarity80/100

The description of the project is clear, outlining the university's ambition for online learning, the scope of work (design, development, production of PGT programmes), and the timeline. The AI-extracted requirements provide a good overview of the expected capabilities. However, the lack of specified evaluation criteria could lead to ambiguity in how bids will be assessed.

Missing evaluation criteria
Completeness70/100

Most basic information is present, including title, reference, organization, estimated value, duration, and deadlines. The description is detailed. However, the tender documents themselves are not accessible or summarized, which impacts the completeness of the information available for analysis. Financial requirements are not detailed.

No document content available
Fairness85/100

The tender is open and uses an e-procurement portal, promoting accessibility. The estimated value is disclosed. The requirements are generally focused on capabilities and experience, not tailored to specific companies. The reservation of rights for direct award in future procurements, while a legal provision, could be perceived as less transparent for potential future engagements.

Practicality65/100

The tender is conducted via an e-procurement portal (eTenderWales), which is a positive for e-submission. However, the 'Issues' section flags 'No e-submission', which contradicts the portal information. The contract start date and duration are specified. Financing information is not detailed.

Contradiction regarding e-submission (portal mentioned, but flagged as 'No e-submission')
Data Consistency90/100

Key fields such as title, reference, organization, value, and deadlines are populated. The contract duration and start date are logical. There are no reported disputes or suspensions. The dates provided (submission deadline, contract start, contract duration) are consistent.

Sustainability50/100

The tender does not explicitly mention any green procurement, social aspects, or innovation focus. It is also not indicated as EU funded. This suggests a lack of emphasis on sustainability criteria.

Not green procurement
No social criteria
