Tender Quality Score

The tender notice provides a clear project scope and structure but suffers from a critical lack of accessible full tender documents and explicit evaluation criteria, hindering a comprehensive assessment of fairness and completeness.

Score Breakdown

Legal Compliance100/100

While the procedure type (Below threshold - open competition) is stated, the absence of explicit mandatory exclusion grounds and, critically, evaluation criteria in the provided information raises significant concerns regarding transparency and equal treatment of bidders.

Absence of explicit mandatory exclusion grounds in the provided text
Critical lack of explicit evaluation criteria
Clarity40/100

The project description, including the scope of works for each lot and accessibility standards (M4(2), M4(3)), is clear and well-defined. Submission instructions are also clearly outlined.

Completeness83/100

This is a major weakness. The tender notice explicitly states 'No documents attached' and 'No document content available,' making it impossible to assess the full requirements, terms, and conditions. The absence of explicit financial requirements beyond the estimated value is also a gap.

No tender documents attached or accessible
Missing explicit financial requirements beyond estimated value
Fairness60/100

The lack of explicit evaluation criteria is a significant concern for fairness, as it prevents potential bidders from understanding how their proposals will be objectively assessed. The requirement for separate site management for each lot, while practical, could potentially disadvantage smaller firms bidding for both.

Critical lack of explicit evaluation criteria, impacting transparency and equal treatment
Potential barrier for smaller firms due to separate site management requirement for both lots
Practicality40/100

The use of two distinct lots offers flexibility for bidders. The requirement for separate site management for each lot, if awarded both, is a practical measure to ensure quality and risk management. The online portal for submissions is standard practice.

Data Consistency100/100

The information provided is largely consistent, though the project reference (001562-2026) differs from the Project Id (DN802438) mentioned for submission, which could cause minor confusion. NUTS code N/A for a specific location (Swindon) is also an inconsistency.

Inconsistency between 'Reference' (001562-2026) and 'Project Id' (DN802438) for submission
NUTS code listed as N/A despite specific location mentioned
Sustainability0/100

The tender notice does not include any explicit green procurement, social, or innovation criteria, indicating a missed opportunity to integrate broader public value objectives.

Absence of explicit green procurement criteria
Absence of explicit social criteria

Strengths

Clear and detailed project scope with specific accessibility standards (M4(2), M4(3)).
Flexible structure with two distinct lots, allowing bidders to tender for either or both.
Clear instructions for tender clarification and submission via a dedicated online portal.
Requirement for separate site management for each lot ensures quality and risk control.

Concerns

Critical absence of accessible full tender documents and explicit evaluation criteria.
Lack of explicit mandatory exclusion grounds and detailed financial requirements in the provided notice.
Missed opportunity to incorporate sustainability, social, or innovation criteria.
Minor inconsistency between project reference and submission Project Id.

Recommendations

1. Ensure all full tender documents, including detailed specifications, terms, and conditions, are readily accessible to potential bidders.
2. Clearly define and publish comprehensive evaluation criteria to ensure transparency and fairness in the assessment process.
3. Consider integrating sustainability, social value, and innovation criteria into future tenders to maximize public benefit.
