Hanke eesmärk on erihoolekandeteenuste osutamiseks sobivate, funktsionaalsete, energiasäästlike, madalate halduskuludega ning pikaealiste eluhoonete ja neid teenindavate rajatiste projekteerimine ning ehitamine. Vastavalt hanke alusandmetele kuulub hankemahtu lisaks ehitus- ja projekteerimistöödele ehitus- ja kasutuslubade taotlemine ja saamine. Riigihange on jagatud osadeks asukohtade põhiselt. Projekteerimis- ja ehitustööd ühes asukohas ei ole osadeks jaotatud, kuna hankija eesmärk on hankida peatöövõttu, kus töövõtja kohustuseks on hankes küsitud lähteülesandest tulenevalt kõikide erinevate tööde teostamine ja nende korraldamine. Mitme eri töövõtja poolt teostatud tööde puhul oleks hilisem hoone ehituse garantiipiiride määramine raskendatud. Tööde teostamise tähtaeg on kuni 330 päeva lepingu jõustumisest.
