Good

Tender Quality Score

This tender for diesel generator maintenance and repair is generally well-structured, with clear requirements and a straightforward evaluation process. However, access to key technical specifications is restricted by a confidentiality declaration, impacting immediate full document access for all potential bidders.

Score Breakdown

Legal Compliance75/100

The tender appears to comply with general legal requirements, including a clear CPV code and a reasonable timeline. The procedure is defined as 'P' (likely a standard open procedure or similar). No disputes are noted. The deadlines are reasonable for the scope.

Clarity80/100

The core service is clearly described. Requirements are documented in attached files, with specific criteria for submission (e.g., unit prices). The conditions for accessing technical details are clearly stated, though they involve an extra step.

Completeness70/100

Most basic information is present, including estimated value, duration, and deadlines. However, the critical technical specification (Lisas 1) is not fully accessible without a confidentiality declaration, which affects the completeness of information available upfront.

Technical specifications (Lisas 1) are not fully accessible without a confidentiality declaration.
Fairness85/100

The tender uses e-submission and e-procurement, which promotes fairness. The evaluation criteria are based on relative weighting, with a clear emphasis on total cost. The restriction of access to technical documentation via a confidentiality declaration, while potentially justified for sensitive information, could be perceived as a minor barrier to full and immediate access for all interested parties.

Access to technical specifications (Lisas 1) requires a confidentiality declaration, potentially limiting initial broad access.
Practicality65/100

E-submission is mandated. The contract start date is mentioned as defined in the tender documents. Financing information is not explicitly detailed, and the duration is specified. The need to sign a confidentiality declaration to access crucial technical documents adds a procedural step that might slightly reduce immediate practicality.

Access to technical specifications requires an additional step (confidentiality declaration).
Data Consistency90/100

Key fields such as title, reference, organization, value, and dates are populated. There are no indications of suspension or disputes. The dates provided (reveal, submission, opening) are logically sequenced.

Sustainability50/100

There is no explicit mention of green procurement, social aspects, innovation, or EU funding in the provided information. This category is therefore scored lower.

No explicit mention of green procurement, social aspects, or innovation.

Strengths

Clear CPV code and title
Mandatory e-submission and e-procurement
Reasonable timeline and disclosed value
Clear evaluation criteria (cost-based)

Concerns

Access to technical specifications requires a confidentiality declaration
Lack of explicit sustainability or innovation criteria
Limited information on financing

Recommendations

1. Consider making non-sensitive parts of technical specifications publicly available without a declaration.
2. Incorporate explicit sustainability or innovation criteria in future tenders.
3. Provide more detailed information on financing arrangements.
