Tender Quality Score

This tender for an implementation partner for autism spectrum disorder and speech delay interventions is generally well-structured and transparent, but has notable areas for improvement in legal compliance (CPV code), completeness (document flagging), and practicality (direct document access).

Score Breakdown

Legal Compliance75/100

The tender defines the procedure type clearly and adheres to national and EU regulations, including GDPR. Deadlines are reasonable. However, the assigned CPV code (University level adult education service) appears to be a mismatch for a service primarily focused on child interventions and parental support, which could misdirect potential bidders.

CPV code (8003) appears to be a mismatch for the core service.
Clarity80/100

The tender description, tasks, and evaluation criteria (80% technical, 20% cost) are clearly articulated. Requirements across eligibility, technical capability, financial aspects, and submission are well-documented and understandable, supported by comprehensive AI-extracted summaries.

Completeness70/100

All essential basic information, including value, deadlines, and duration, is provided. A good number of supporting documents are attached. However, the fact that critical documents like evaluation criteria, draft contract, and technical specifications are marked as 'Required: No' in the provided structure is a significant concern, potentially leading bidders to overlook crucial details.

Critical tender documents (e.g., evaluation criteria, draft contract, technical specifications) are marked as 'Required: No', which could lead to bidders overlooking essential information.
Fairness85/100

The tender demonstrates good fairness with disclosed value, reasonable deadlines, and transparent, objective evaluation criteria. E-procurement is enabled, and requirements for the project manager are specific but justifiable for the specialized nature of the service, not appearing tailored to a specific company.

Practicality65/100

Electronic submission is supported, and key dates like contract start and duration are clearly specified. Financing information is available. However, a direct document URL is not explicitly provided in the tender information, which could slightly impede immediate access to all documents.

A direct document URL is not explicitly provided in the tender information.
Data Consistency90/100

All key fields are populated, and the data is highly consistent across the various sections. Dates are logical and sequential, and there are no detected issues, suspensions, or disputes.

Sustainability50/100

The tender is explicitly marked as 'Green Procurement' and 'EU Funded'. The project's core focus on social interventions and its pilot nature inherently align with social and innovation aspects. However, the automated checks indicate a lack of explicit social or innovation criteria for bidders within the tender documents, suggesting that while the project's goals are sustainable, the procurement process itself may not fully integrate these as measurable requirements for proposals.

Lack of explicit social criteria for bidders within the tender documents.
Lack of explicit innovation criteria for bidders beyond the core pilot project scope.

Strengths

Clear definition of the procurement's purpose and tasks.
Transparent and objective evaluation criteria (80% technical, 20% cost).
Comprehensive set of supporting documents provided.
High data consistency with all key fields populated and logical dates.
EU Funded and explicitly marked as Green Procurement.

Concerns

Mismatch in the assigned CPV code (8003) for the core service.
Critical documents marked as 'Required: No', potentially leading to oversight by bidders.
Lack of explicit social and innovation criteria for bidders in the tender documents.
Absence of a direct document URL in the tender information.

Recommendations

1. Review and update the CPV code to better reflect the core service of child interventions and parental support.
2. Clearly mark all essential tender documents as 'Required' to ensure bidders review all critical information.
3. Integrate explicit social and innovation criteria for bidders, even if the project itself is inherently social and innovative, to encourage comprehensive proposals.
