The provided information lacks detailed mandatory exclusion grounds, eligibility criteria (legal, registration, financial), and evaluation criteria, which are fundamental for ensuring compliance with public procurement regulations and transparency.

Absence of detailed mandatory exclusion grounds.
Absence of detailed legal, registration, or financial eligibility requirements.
Clarity40/100

The description of the required services and technical capabilities is relatively clear and well-articulated, detailing specific areas of coaching expertise. However, the overall clarity of the tender package is severely compromised by the lack of full tender documents and incomplete submission requirements.

Incomplete 'Submission Requirements' section.
Absence of full tender documents.
Completeness83/100

Fairness60/100

The absence of detailed eligibility, financial, and evaluation criteria, coupled with the lack of full tender documents, poses a significant risk to fairness and equal treatment of potential bidders. The highly specific technical capabilities, while detailed, could be restrictive if not balanced with clear and objective evaluation criteria.

Absence of evaluation criteria.
Practicality40/100

From a bidder's perspective, the severe lack of comprehensive information, particularly full documents, detailed requirements, and evaluation criteria, makes it highly impractical to prepare a compliant and competitive proposal. Impractical for bidders to prepare comprehensive proposals due to missing critical information.
Risk of receiving non-compliant or poorly structured bids.
Data Consistency100/100

Based on the provided extract, the information appears consistent within itself; the description aligns with the listed technical capabilities. However, the overall incompleteness prevents a full assessment of data consistency across the entire tender package.

Sustainability25/100

Explicit inclusion of 'Social Criteria' and focus on Diversity, Equity, and Inclusion (DEI) and neurodiversity.
Reasonable contract duration (36 months) for a strategic service.

Concerns

Critical absence of full tender documents, making comprehensive bidding impossible.
Missing detailed mandatory exclusion grounds, eligibility, and financial requirements.
Absence of evaluation criteria, leading to a lack of transparency in selection.
Incomplete 'Submission Requirements' section.
The highly specific nature of technical capabilities could be restrictive if not balanced with clear and objective evaluation.

Recommendations

1. Publish the complete set of tender documents, including detailed instructions, full requirements, and evaluation criteria, as a matter of urgency.
2. Clearly define all mandatory exclusion grounds, legal, registration, financial eligibility, and financial solvency requirements to ensure legal compliance and fair competition.
3. Provide explicit evaluation criteria and their weighting to ensure transparency and allow bidders to tailor their proposals effectively.
