Tender Quality Score

This tender for business support services is generally well-structured, with clear objectives and financial parameters. However, it lacks explicit evaluation criteria and details on green or social aspects, and the submission process relies heavily on a specific e-procurement portal.

Score Breakdown

Legal Compliance75/100

The tender appears to comply with general procurement regulations, including the use of a proper CPV code and a clear procedure for an open competition below the threshold. Deadlines are provided, and there is no indication of disputes. The primary concern is the absence of a reveal date for submissions, which is a minor procedural oversight.

Missing reveal date
Clarity80/100

The description of the business support services required is clear, outlining the target audience (SMEs) and geographical scope (North Essex). The financial requirements and contract duration are also clearly specified. However, the lack of explicitly stated evaluation criteria leaves some ambiguity regarding how bids will be assessed.

No evaluation criteria specified
Completeness70/100

Most basic information is present, including the title, reference, organization, estimated value, contract duration, and start date. The CPV code is provided. However, the tender documents themselves are not accessible or summarized, hindering a full assessment of completeness. The absence of a reveal date also impacts completeness.

No document content available
Missing reveal date
Fairness75/100

The tender discloses the estimated value and is an open competition, promoting fairness. However, the mandatory requirement for bidders to have 'strong existing network links within the Essex region' and to 'evidence this through previous project examples delivered via these networks' could be perceived as tailored to specific companies, potentially limiting competition and reducing the fairness score. The reliance on a specific e-procurement portal is standard but limits access for those unfamiliar with it.

Mandatory requirement for strong existing network links within the Essex region may limit competition.
Practicality65/100

The tender specifies an e-submission process via the Delta eSourcing portal, which is a common practice. The contract start date and duration are provided. However, the 'Issues' section flags 'No e-submission' which contradicts the provided links for responding, creating confusion. Financing information is implicitly covered by the budget, but not explicitly detailed beyond that.

Contradiction regarding e-submission availability.
Data Consistency90/100

Key fields such as title, reference, organization, value, and dates are populated. There are no reported disputes or suspensions. The dates provided for submission deadline and contract start are logical and sequential. The estimated value and budget breakdown are consistent.

Sustainability50/100

The tender does not explicitly mention any green procurement, social aspects, or innovation focus. It is also not indicated as EU funded. This lack of emphasis on sustainability aspects results in a moderate score.

No explicit mention of green procurement, social aspects, or innovation.

Strengths

Clear title, reference, and organization details.
Well-defined project objectives and target audience.
Specific financial parameters and contract duration provided.
Use of a standard CPV code.

Concerns

Mandatory requirement for existing network links may limit fairness.
Absence of explicit evaluation criteria.
Inaccessibility of tender document content.
Lack of sustainability considerations.

Recommendations

1. Clarify evaluation criteria to ensure transparency.
2. Consider broadening eligibility criteria to enhance competition.
3. Provide summaries or access to tender documents for better bidder assessment.
