Original Tender Description

We are seeking to procure training and learning in trauma-informed practice (TIP) to support our plan to embed TIP into our communications and engagement with members of the public, various stakeholder groups and members of staff. We are developing our understanding of TIP and its application to various contexts within which we work. We would like to explore how to provide learning and training to colleagues for these various contexts. Our early thinking is that there will be several specific learning and training offers, including but not limited to: An introduction to TIP, including principles and concepts; TIP in the context of maternity services and adverse incidents; TIP in the context of sexual misconduct in clinical settings; TIP in the setting of a Medical Practitioners Tribunal Hearing; TIP for internal communications, wellbeing and with management hierarchies. Aspects of learning will reach a total of approximately 1,000 members of staff and associates. We would like the offer to include a variety of methods of delivery including in-person and online training sessions, and e-learning. We envisage a tiered offer, whereby colleagues who regularly engage with individuals who may have experienced trauma or may be otherwise vulnerable would receive more in-depth training, and those whose roles do not include any such direct engagement would receive lighter touch training. We’re interested in hearing from organisations with expertise in TIP or who deliver training in this area to help us to develop our understanding of what’s available and how to structure a programme of training and learning. We anticipate that there may be a need for several specialist providers based on the various contexts set out above and we’re open to using a number of providers broken down into Lots. We are also interested in hearing from organisations who may be interested in providing expert advice, guidance and support on a consultancy basis, to support our work to embed TIP into our operations, communications and engagement activity. We will be holding Supplier Days via MS Teams on Monday 16th February 2026 and Wednesday 4th March 2026. There will be 30-minute slots available on both days. To book a slot please contact the GMC Procurement Team email gmctenders@gmc-uk.org quoting the GMC reference GMC2359.

Good

Tender Quality Score

This is a market engagement notice clearly outlining the need for trauma-informed practice training and inviting suppliers, demonstrating good transparency and openness. While a preparatory stage, it has some data inconsistencies and lacks sustainability criteria.

Score Breakdown

Legal Compliance75/100

The notice functions as a market engagement or Prior Information Notice (PIN), which explains the 'Type: None' and 'Procedure: None.' While a full tender would require these, for a PIN, it serves its purpose of market consultation. CPV codes are correct, and there are no disputes. The timeline for supplier day booking is reasonable.

Clarity80/100

The description of the required training, target audience, delivery methods, and specific contexts is exceptionally clear. The AI-extracted requirements are well-defined for the purpose of market engagement. The absence of evaluation criteria is typical for this preliminary stage.

Completeness70/100

All basic information, estimated value, and contract duration are provided. The notice clearly outlines the scope of the future procurement. The listed documents are available. The lack of detailed evaluation criteria is expected for a market engagement notice.

Fairness85/100

The proactive approach of holding Supplier Days and explicitly stating openness to multiple providers and lots demonstrates a commitment to fair competition. The requirements are generic and not tailored. The value is disclosed.

Practicality65/100

While electronic submission for the eventual tender is not mentioned, the booking process for supplier days via email is practical. The contract start date and duration are clear. The absence of an explicit document URL in the provided text is a minor practical omission.

Data Consistency90/100

Key fields are largely populated, and dates are logical. A minor inconsistency exists between the estimated value stated in EUR (€270,000) and the GBP (£225,000) mentioned in one of the document summaries, though they are broadly similar.

Currency and value discrepancy between EUR and GBP in documents.
Sustainability50/100

The notice does not include any explicit requirements or considerations related to environmental sustainability, social aspects beyond the core service, or innovation, which is a missed opportunity.

No explicit sustainability criteria
No explicit social criteria

Strengths

Clear and detailed description of the service need and scope.
Proactive market engagement through Supplier Days.
Transparency regarding estimated value and contract duration.
Openness to multiple providers and 'Lots' for specialized services.
Well-defined requirements for market engagement.

Concerns

Lack of formal procedure type and detailed evaluation criteria (expected for a full tender, but noted for future stages).
Minor inconsistency in estimated value currency (EUR vs GBP) and exact amount.
Absence of explicit sustainability, social, or innovation criteria.
No explicit mention of e-submission for the eventual tender process.
Missing reveal date (data point).

Recommendations

1. Ensure consistency in estimated value currency and amount in all future tender documents.
2. Incorporate explicit sustainability, social, and innovation criteria in the subsequent formal tender.
3. Clearly define the formal procurement procedure type and detailed evaluation criteria in the upcoming tender documents.
