Tender Quality Score

This tender is critically incomplete due to the complete absence of any attached tender documents, detailed requirements, or evaluation criteria. While basic administrative information is present, the lack of substantive content renders the procurement process non-functional and severely compromises transparency and fair competition.

Score Breakdown

Legal Compliance100/100

The absence of detailed mandatory exclusion grounds is a significant legal compliance concern. More broadly, without any tender documents, it is impossible to assess the tender's compliance with the Provider Selection Regime (PSR) Competitive Process or general procurement principles regarding transparency, non-discrimination, and proportionality.

No specific mandatory exclusion grounds detailed.
Inability to assess compliance with PSR due to missing documents.
Clarity40/100

The high-level description and extracted requirements are clear in their summary form, but the complete absence of detailed tender documents means that the actual requirements, scope of service, and evaluation methodology are entirely unclear to potential bidders.

Lack of detailed specifications and scope of service.
Absence of clear evaluation criteria.
Completeness83/100

The tender is fundamentally incomplete. No tender documents are attached, meaning there are no detailed specifications, terms of reference, evaluation criteria, or instructions for bidders beyond a submission deadline. This makes it impossible for bidders to prepare a meaningful offer.

No tender documents attached.
Missing detailed specifications and terms of reference.
Fairness80/100

The complete lack of detailed requirements and evaluation criteria creates a highly unfair procurement process. Bidders cannot understand what is expected, leading to arbitrary decision-making or a process that could inadvertently favor entities with prior knowledge, thus undermining equal treatment and fair competition.

Risk of unfair competition due to lack of transparency.
Potential for arbitrary evaluation without defined criteria.
Practicality40/100

From a bidder's perspective, it is impractical to respond to this tender as there are no documents detailing the service requirements, scope, or how bids will be evaluated. For the contracting authority, evaluating bids without predefined criteria would be highly challenging and prone to inconsistencies.

Impractical for bidders to prepare a meaningful response.
Impractical for the contracting authority to conduct a fair and objective evaluation.
