The Authority is seeking to appoint a suitably qualified and experienced organisation to work alongside established youth participation and youth voice providers in the Borough to develop a new, sustainable council model that empowers young people in Tewkesbury Borough by ensuring their voices are heard, valued, and acted upon in local decision-making. • Phase one - invites organisations to propose and implement innovative, inclusive, and sustainable approaches to youth voice, with one option to be launched and delivery started by September 2026. • Phase two - to embed and continue the delivery of the chosen Youth Voice model for a period of a further 18 months until March 2028. This will include outlining format/forums the young people will be involved in. Suppliers must submit bids for both phases; failure to do so will result in their tender being rejected.
